About the Scorecard In accordance with the medium term expenditure framework 2014 - 2016 and the 2017 - 2019 released recently and the 2016 budget call circular, the federal government has inculcated the principle of transparenc and public participation in the budget process to improve budget performance. This scorecard measures budget transparency in immunization budget in line with the principles mentioned above. It was generated by analyzing information from 2016 executive budget proposal, appropriation act, and documents relevant to fund releases, scores were further reviewed and validated by civil society organization and the media
