Purpose of consultancy

To enhance operational preparedness, readiness and response in arbovirus endemic countries by supporting the implementation of the One Health approach to better manage threats and improve overall health security.

 

Background:

The World Health Organization's Emergency Program(WHE) team, specifically within the Emerging Zoonosisand hight impact epidemics (EZH) unit, is dedicated to strengthening the capacity of countries to prepare for and respond to public health emergencies involving zoonotic diseases including arboviruses.  

The increasing frequency and impact of emerging and zoonotic outbreaks underscore the need for a coordinated, multisectoral approach to emergency preparedness and response.

 

Deliverables

  • Deliverable 1: Facilitate the collection, analysis, and communication of data related to arboviruses and other emerging zoonotic diseases and public health risks to enhance early detection and rapid response capabilities, including media monitoring and SitReps.
  • Expected by: End of the 2nd month.
  • Deliverable 2: Summary of the implement strategies for increasing national and subnational public health capacities in preparedness and response to public health threats related to arboviruses and other pathogens with epidemic and pandemic potential, including event-based surveillance using complementary strategy as monitoring rumors using EIOS and community-based surveillance.
  • Expected by: End of the 4th month.
  • Deliverable 3: Report of the establishment and strengthening of collaborative networks and interdisciplinary and intersectoral working groups using the One Health approach, with a focus on biomes with a higher risk of spillover, such as the Amazon Region.
  • Expected by: End of the 6th month.
  • Deliverable 4: Report on a workshop on arboviruses and emerging zoonotic pathogens with epidemic and pandemic potential in the Amazon Region.
  • Expected by: End of the 7th month.
  • Deliverable 5: Online information page for the Amazon-Darien network for emerging zoonotic diseases of epidemic and pandemic potenical
  • Expected by: End of the 9th month.
  • Deliverable 6: Report on existing capacities and tools for management of emerging zoonotic diseases (clinical management and public health guides and surveillance approaches) in the Amazon-Darien region.
  • Expected by: End of the 11th month.

 

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First university degree in veterinary medicine or related area.

 

Desirable:

  • Advanced university degree (master's level) in public health, tropical medicine, epidemiology, or a related field

 

Experience

Essential:

  • A minimum of five years of relevant work experience at the subnational, national and international levels in public health, including on local programs for the prevention and control of zoonotic diseases.
  • Proven experience in preparedness and response to epidemics, pandemics, disasters, and other health emergencies.

 

Desirable:

  • Experience in the development and management of multi-partner projects.
  • Experience in collaborating with teams in an international, multi-cultural, multi-disciplinary environment; separated by geographical locations and working under different time-zones.  
  • Experience working with UN agencies or other relevant international organizations.

 

Skills/Knowledge:

Essential:  

  • Excellent drafting and writing skills, with the ability to produce high-quality technical documents.
  • Proficiency in reviewing and revising guidelines, handbooks, and technical documents.    
  • Strong project management skills, including expertise in proposal development and implementation of emergency and developmental projects.
  • Proficient in the use of Microsoft Office Suite (Word, Excel) and other relevant software.
  • Familiarity with EIOS, EMS2, and other emergency management software.
  • Strong organizational skills, with the ability to multitask and meet tight deadlines.

 

Desirable:

  • Ability to maintain a positive and flexible problem-solving approach with a can-do attitude.
  • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.  

 

Languages required:

Essential:  

  • Expert knowledge of English

 

Desirable:

  • Expert knowledge of another WHO official language.

 

Band level A

  • USD 3,955 - 6,980 per month.
