Federal Ministry of Health National Blood Transfusion Service: Registration of Blood Services Establishments I Nigeria

The National Blood Transfusion Service (NBTS), is an establishment of the Honourable Minister of Health, Federal Republic of Nigeria as provided for in Part VI, Section 47 (1) of the National Health Act (NHAct.) 2014. The NHAct provided NBTS the Control and regulation of the Use of Blood, Blood Products, Tissue and Gametes in Humans; and the mandate to ensure the provision of safe, quality blood and blood products for transfusion in order to protect and save the lives of Nigerians across the country (Sections 47 to 57).

This legal mandate seeks to ensure the safety of blood, blood products and tissues of living persons, and that all activities pertaining to the use of tissue, blood or blood products removed or withdrawn from living persons, administering of blood and blood products by medical practitioner or dentist and payment in connection with the importation, acquisition or supply of tissue, blood or blood products in Nigeria are in line with best practices.

Assuring access to safe blood for Nigerians has become a matter of urgent national priority given the prevalent unavailability of safe blood and blood products to address the country's needs including high burden of maternal and child deaths; trauma from road traffic accidents, conflict and insurgency amidst widespread reports of transfusion of contaminated and infected blood and blood products, profiteering and unsafe practices along the blood transfusion chain. 

Pursuant to the provision of this NHAct, all Blood Establishments dealing with the business of blood, blood products, tissue and Gametes collection, processing, storage and transfusion in Nigeria, are required to register with NBTS within the next Three (3) months.

Blood establishments includes any structure, facility or body that is responsible for any aspect of collection, testing, processing, storage, release/or distribution of Human blood or blood components when intended for transfusion or further industrial manufacturing. 

METHOD OF REGISTRATION 

All concerned Hospitals, Diagnostic centres, Laboratories, Blood bank operators and other health facilities; are requested to obtain registration documents at the National Blood Transfusion Service Headquarters at 39 Abidjan Street, Wuse Zone 3, Abuja or at any of the NBTS Zonal offices in Kaduna (NW), Maiduguri (NE), Jos (NC), Benin (SS), Owerri (SE) and Ibadan (SW). The following documents shall accompany the duly filled and completed Application Forms:

  1. Evidence of registration with Corporate Affairs Commission (CAC)
  2. Certified true copy of Memorandum and Article of Association of the hospital or health facility 
  3. Evidence of registration with the Medical and Dental Council of Nigeria 
  4. Evidence of registration with the Medical Laboratory Science Council of Nigeria 
  5. Evidence of registration as a Blood Bank with the Medical Laboratory Science Council of Nigeria 
  6. Evidence of approvals from NAFDAC on PDMPs manufacturing.
  7. Evidence of registration of the establishment with the relevant State Ministry of Health 
  8. List of equipment deployed in the provision of blood services 
  9. Quality Management Policy of the establishment 
  10. Curriculum Vitae of the Managing Director of the establishment 
  11. A Remita print out of receipt of payment for the form. 

An application fee in the sum of Ten thousand Naira (N10,000) is to be paid through Remita, to NBTS/Tender fees, GIFMIS code 05210470 and obtain a print out.
