Job Title: National Strategic Framework (NSF) Consultant

Location: FCT, Abuja, with occasional travels to other states

Program: Momentum Safe Surgery in Family Planning & Obstetrics Project, Nigeria

Duration: 6 months

Reports to: Country Project Manager

Project Summary

  • MOMENTUM Safe Surgery in Family Planning and Obstetrics is a USAID-funded program initiated in September 2020 and active through September 2025.
  • Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH) and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH). MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs).
  • In Nigeria, MOMENTUM Safe Surgery in Family Planning and Obstetrics builds on EngenderHealth’s recent history of successful program implementation with government and civil society partners through the USAID Fistula Care Plus project.

Job Summary

  • The current National Strategic Framework for the Elimination of Obstetric Fistula in Nigeria is designed for a period of 5 years (2019-2023) which is due for review and development for the next period of 2024-2030.
  • The Consultant will be engaged to work with the EngenderHealth Team, Ministry of Health, Ministry of Women Affairs, VVF Subcommittee of the National Reproductive Health Technical Working Group, and all relevant key Stakeholders to harmonize feedback, and comments and produce a clean copy of the framework during and after the review processes of developing the National Strategic Framework Document.

Roles and Responsibilities

  • Familiarize and work with the EngenderHealth team, the Federal Ministry of Health (FMOH), and Federal Ministry of Women Affairs and Social Development (FMWASD), and the VVF Subcommittee of the National Reproductive Health Technical Working Group (NRHTWG) to harmonize all comments and edits and prepare a final version of the NSF document for validation.
  • Provide progress reports on services rendered.
  • Provide final National Strategic Framework document based on review and validation from the Federal Ministry of Health (FMOH), and Federal Ministry of Women Affairs and Social Development (FMWASD), and the VVF Subcommittee of the National Reproductive Health Technical Working Group (NRHTWG)
  • Support with national-level dissemination of the NSF 2024-2030 document.

Deliverables

  • Participate in an opening meeting with the EngenderHealth team to review the scope of work and identify relevant stakeholders for engagement.
  • In collaboration with the EngenderHealth team, the consultant will lead a familiarization visit to the relevant ministries and agencies with key stakeholders working on the drafting of the National Strategic Framework.
  • Work with the EngenderHealth team, Federal Ministry of Health (FMOH), and Federal Ministry of Women Affairs and Social Development (FMWASD) to host the VVF Subcommittee of the National Reproductive Health Technical Working Group (NRHTWG) meeting in Lagos to draft a first level NSF 2024-2030.
  • Work with the EngenderHealth team, Federal Ministry of Health (FMOH), and Federal Ministry of Women Affairs and Social Development (FMWASD) to host the VVF Subcommittee of the National Reproductive Health Technical Working Group (NRHTWG) meeting for a second review meeting in Kano.
  • Work with the EngenderHealth team, the Federal Ministry of Health (FMOH), and Federal Ministry of Women Affairs and Social Development (FMWASD), and the VVF Subcommittee of the National Reproductive Health Technical Working Group (NRHTWG) to harmonize all comments and edits and prepare a final version of the NSF document for validation.
  • Progress report of working engagement with EngenderHealth Team, Federal Ministry of Health (FMOH), Federal Ministry of Women Affairs and Social Development (FMOWASD), VVF Subcommittee of the National Reproductive Health Technical Working Group (NRHTWG), and all relevant key Stakeholders
  • Participate in the validation of the meeting of the NSF comment and come up with a final cleaned copy for printing and dissemination.
  • Final Report including annexes.
  • Support with national-level dissemination of the NSF 2024-2030 document.

Qualifications

  • A Postgraduate Degree in Medicine, Public Health, Pharmacy, or other Social Development-related fields.
  • Extensive experience of up to 15 years working for, and with the Federal Ministry of Health
  • At least two years experience overseeing state or National level Vesicovaginal Fistula (VVF) Programs
  • A good knowledge of Nigeria’s health systems
  • Excellent project management capability
  • Provide reliable references for similar work done in the past

  • Good organizational skills with the ability to plan and execute several overlapping activities.
  • Good knowledge of quality improvement and quality assurance of health services
  • Positive attitude and flexible approach to working; able to re-organize tasks as appropriate in response to changing demands.
