Job Title: Senior Programme Officer
Location: Abuja
The Vacancy
- Malaria Consortium is recruiting for a Senior Programme Officer to join our team in Abuja, Nigeria.
Job purpose
- The post holder will work closely with the Public Health Specialist to support AMCEEN (SNT) Project Manager to effectively manage project activities and resources to provide leadership and stewardship to the project team in maintaining collaborative links with the project’s key stakeholders at both national and state levels.
- S/He will also work closely with Public Health Specialist to support the coordination and implementation of designated projects and programmes within MC-NG country portfolio.
Scope of work
- The post holder under the guidance of Public Health Specialist will provide project management, operational and administrative support towards the successful preparation & delivery of AMCCEN (SNT) Project.
- S/He will work closely with Public Health Specialist to also support programme design, planning, implementation and writing of progress and scientific reports across the Nigeria office portfolio as designated. These may involve field travel and direct hands-on support as may be required.
Key accountabilities
Project management (60%):
- Support the Project Manager & project team to implement activities for smooth programme management in the country office and Kano state, while tracking the timely implementation of the work plans, ensuring high quality outputs and taking corrective action where needed
- Support regularly reports on project progress in line with MC’s and funders’ reporting requirements
- To support the planning & assignment of human resources to the various project components, including training & mobilisation of field staff and consultants, and allocate & harmonisation of technical assistance.
- Support knowledge management for the project working closely with the advocacy, communication and engagement manager and project teams to ensure the documentation of project activities and ensure implementation of monitoring and evaluation activities, while ensuring key learnings are archived and available for easy access and use for decision making
- Work with Public Health Specialist to support projects in the Malaria Consortium Nigeria portfolio in programme design, planning, implementation of project activities, including budgeting, budget management, data management and writing of progress and scientific reports.
- Representation especially with stakeholders , at the partners meetings, project management meetings especially at state levels
- Be conversant with and guided by Malaria Consortium policies, guidelines and all relevant health program implementation guidelines/handbook towards the timely delivery of efficient and effective implementation
- Support implementation of project deliverables.
Technical contributions (30%):
- Support the Project manager in the ensuring the roll-out of project service delivery activities meeting international standard of quality.
- Lesson identification, documentation of evidence and best practices (including adaptive management) that are related to the programme.
- Support the Project manager in the development of research and policy documents that showcases the key learnings from the project.
- Support organization of periodic and timely progress update meetings with the Public Health Specialist.
Representation (10%):
- Work with the Public Health Specialist to participate in national level meetings and workshops to represent Malaria Consortium at programmatic and coordination events.
Person specification
Qualifications and experience
Essential:
- Postgraduate Master’s Degree in Public Health, Health Policy, Epidemiology
- 6 years post-graduation with MBBS or MBChB certificate
- Experience of middle-level participation in donor-funded public health-related projects
- Excellent project planning, management and monitoring & evaluation skills
- Experience managing programme / project budgets
- Excellent written and spoken English.
Desirable:
- Excellent statistical analysis skills including familiarity with Excel, STATA, R or SPSS
- Proven experience in Project management, including budget management, risk management
- Proven leadership skills and team leading
- Experience in advocacy and policy influencing
- Excellent experience in stakeholders’ management.
- Work-based skills and competencies
Essential:
- Good understanding of the Nigeria Health system
- Strong analytical skills, including collecting and analysing data or information
- Strong Project management skills, including budgeting, budget management and risk management.
- Ability to manage & prioritise high workload and multiple tasks in a fast-paced environment with tight deadlines solving problems
- Strong written and oral communication skills and ability to make complex information
- Proof of strong interpersonal and negotiating skills
- Excellent knowledge of Microsoft office, particularly excel and word
- Excellent report writing and presentation skills are also needed.

Key working relationships:
- S/he will work under the supervision of the Public Health Specialist and with other project team personnels.
- S/he will maintain collaboration relationships with the government stakeholders (especially NMEP, SMOH, SMEP, SPHCDA) and other members of the AMCEEN consortium (CHAI, SCIDAR).
