The Association of Resident Docotors at the federal teaching hospital Ido-Ekiti has warned that the present Industrial Harmony Cannot Be Guaranteed If its Resolutions Are Not Promptly Implemented as it warned that Corruption still persists in the federal teaching hospital Ido Ekiti
Arising from an emergency general meeting held at the Alex Akinyele Doctors Lounge on 8th February 2017, a communique issued reads:
COMMUNIQUE ISSUED AT THE END OF THE EMERGENCY GENERAL MEETING OF THE ASSOCIATION OF RESIDENT DOCTORS, FEDERAL TEACHING HOSPITAL, IDO-EKITI HELD AT THE ALEX AKINYELE DOCTORS' LOUNGE ON 8TH FEBRUARY, 2017
Preamble : The Emergency General Meeting was convened due to observed lingering issues and worsening welfare condition of members of our Association since inception of this Present Hospital Management despite past numerous communications.
After extensive deliberations, the following observations and resolutions were made Observations
1. The continuous underpayment of our members on IPPIS platform can no longer be accepted. Despite several promises and subsequent release of fund by the Federal Government in December, 2016 to cater for the underpayments, the Management went ahead to squander and mismanage the funds instead of paying our members as appropriate. The Management hypocrisy was further exposed with the recent promotional result list sent by the FMOH where the corrected placement of our members was confirmed against the Management underplacement since 2014 2. The House received with dismay the punitive action the management meted on our members in her bid to enforce the "No Work No Pay" policy despite the perceived cordial relationship and mutual understanding between us and the management. To confirm the targeted wickedness of the Management, sister Institutions where the said NARD strike was implemented like ours were paid their full salaries by their respective management. This action of the management is seen as an act of betrayal of the mutual relationship and understanding afforded her since inception of her tenure. The Management has failed to reciprocate all the goodwill extended to her which is greatly regrettable. This action of the Management is the worse any Management leadership has melted on our members and it will linger for long in our memories and will always be a Point of reference in our future dealings with the Management.
3 The House also noted the financial fraud perpetrated in tax deduction of the said mutilated salary. instead of the management taxing the fragmented amount paid, she went ahead to deduct taxes as if we were paid fully. This is one of such numerous fraudulent act of the management.
4 The House frowned at the continuous outrageous tax deductions on our salaries since November 2016 which is the highest in the entire nation. Comparism with other federal government institutions within and outside the state confirmed this assertion. The tax deduction which is not in conformation with the PITA formulae is being selectively used for doctors within the hospital.
5. The House also observed with great concern the use of our members' meager salaries to fund accreditation processes, purchase of equipments/materials and renovation of hospital buildings during departmental accreditation activities, which is the statutory function of the Management. Our members have to resolve to this because the Management has shown no concern to ensure accreditation of these departments even when some departments have lost their accreditation for between 1-3years. As we commend our nembers for their sacrifices, we condemn the insensitivity of the management and her lack of will towards her statutory obligations
6 The House also noted the non-payment of mandatory courses, workshops, updates, examinations. dissertations, promotion and posting fees to our members since 2012. This action is nothing but lack of Management interest in the training of our members. Instead of fulfilling his own part of the Residency Training Programme Guideline, this insensitive Management is always in a hurry to sing the song of relocation which she claimed is according to the same Residency Training Programme Guideline which she has continuously and remorselessly violated.
7. We also noted with dismay the recently released list of Promotion Exercise of the institution where our members are stagnated on same level despite being promoted.
8. The House noted the payment of one month rural allowance in December, 2016 despite owing about 3Omonths arrears and the subsequent discontinuation of its payment since January, 2017.
Resolutions
1 We demand immediate commencement of full salaries to our members on IPPIS platform in line with the FMOH recognized grade level and refund of underpayment as accrued to them.
2. The House demands immediate refund of our January 2017 strike deduction on our salaries since our national body has followed due process before embarking on the said strike, non implementation of same repressive policy by other sister Institutions and also non implementation of such to other Association who went on strike in this same Institution in recent past.
3. The House can no longer tolerate the outrageous, inhumane tax deductions and demand for its immediate reversal to conform to current extant tax law.
4. The House demands that the Management should be responsible henceforth for accreditation of residency training in various departments of the institution and immediate refund of previously spent moneys of our members.
5. As much as the Management has not fulfilled her own part of the Residency Training Programme Guideline as applicable in this Institution, the Management should henceforth desist from embarking on any exercise that may cumulate in sacking of our members.
6. We also demand the full payment of arrears of mandatory courses, workshops, updates, examnations, dissertations, promotion and posting fees being owed our members by the Management
7. The House rejects the so called promotion with stagnation and demands a progressive movement of our members who participated in the last promotion exercise to appropriate next grade level.
8. We also demand for the immediate recommencement of rural allowance and payment of backlog arrears since 2014.
Conclusion
The House demands prompt implementation of the aforementioned resolutions, failure of which the present industrial harmony can no longer be guaranteed.
