COMMUNIQUE ISSUED AT THE 9TH SESSION OF MCPDP GOMBE STATE ORGANIZED BY THE NURSING AND MIDWIFERY COUNCIL OF NIGERIA BETWEEEN 10TH -14TH JULY, 2017 AT THE AUDITORIUM, COLLEGE OF NURSING AND MIDWIFERY GOMBE
Background
The task of nation building rests squarely on the shoulders of the citizens as it is the collective effort of all that makes things happened. Therefore, we all need one another.
In-view of this, we wish the president, Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, President Muhammad Buhari (GCFR) speedy recovery and quick return to the country.
As we patiently wait for the return of Mr. President, may the almighty God grant the Acting President Prof. Yemi Osibanjo more wisdom and good health in order to continue to discharge his constitutional responsibilities to the nation.
Our gratitude goes to His Excellency Alhaji (Dr) Ibrahim Hassan Dankwambo, OON (Talban Gombe), the Executive Governor of Gombe State for the prevailing peace being enjoyed in the state.
Equally, we wish to appreciate the Director of Nursing Services and chairman MCPDP Gombe state, Mr. Saidu Adamu for his contributions toward the successful hosting of this programme.
We are also indebted to the provost, College of Nursing and Midwifery Gombe Mrs. Paulina J.S Doka and other members of the top management of the institution for the hospitality displayed towards us.
For the facilitators and resource persons, we say you are all wonderful. The reward for your hard work and commitment surely awaits you.
We also commend the effort of the Zonal Officer, Nursing and Midwifery Council of Nigeria for coming all the way from zonal Headquarters in Bauchi to be with us.
We also want to appreciate the Zonal Coordinator MCPDP, Mr. Haruna Habu who came all the way from Maiduguri, Borno state to grace the occasion. We wish him journey mercy back to his destination.
Participants for the scientific workshop were drawn from various health facilities across the eleven (11) Local Government Areas of Gombe state and one (1) participant from Jos, Plateau state with a total attendance of one hundred and sixty eight (168) participants among which some were retirees. MCPDP has over the years been responsible for the level of improvement so far recorded in the general performance of Nurses and Midwives in the country. For this, we commend the Nursing and Midwifery Council of Nigeria (N&MCN) alongside the National Association of Nigeria Nurses and Midwives (NANNM) for this initiative.
Also worthy of mention are the seemingly successful struggle by NANNM and Council to finally put to rest the trouble of non quantification of the hitherto mutilated RN certificate, the partial improvement on the scheme of service for Nurses and Midwives and the approval gotten for the internship program just to mention but these few.
We wish to acknowledge the effort of members of NANNM and N&MCN in Gombe state for their initiative in sanitizing the Nursing profession in Gombe state.
We also appreciate the beautiful work being done by the department of Nursing Services Federal Teaching Hospital Gombe for establishing quality improvement unit that is pro-active in checkmating quackery in the department.
However, there are several other areas where attention of the relevant authorities is still needed.
It is in the light of the forgoing, that participants at the end of the workshop came up with the following resolutions.
NANNM, in collaboration with N&MCN, should as a matter of urgency allocate credit unit to the continuing education programme in our various institutions as obtainable in other health professions. This will go a long way in assisting the general practice Nurses and Midwives who do not belong to any sub specialty to renew their licenses.
The lopsidedness in the appointment made by the presidency in the health sector is a clear demonstration of discriminatory policy of government against non medical doctors in Nigeria. NANNM should initiate moves to counter this ugly development.
The task –shifting policy being contemplated by the Federal Government should not be allowed to thrive as it is a deliberate attempt by the political gladiators in the health sector to rubbish our professional as well as political relevance in the country.
N&MCN should be more pro-active in its statutory functions with particular reference to regulation of the profession with a view to checkmating quackery in the profession using NANNM as whistle blower.
The legal department of the N&MCN should be mandated to push for legal interpretation of certain policies of government against Nurses in Nigeria with a view to correcting such. For example, policy on stagnation of Nurses in Nigeria.
The council should discourage multiple specialization by nurses e.g. a Nurse being Registered Emergency and Trauma Nurse, Ophthalmic Nurse, Anesthetic Nurse e.t.c
The N&MCN should make a declaratory statement about the status of Midwives in the country to enable them have the authority to practice fully in our tertiary health institutions.
The prevailing unnecessary political dichotomy deliberately introduced by the N&MCN to the detriment of the degree certificate obtained from the National Open University of Nigeria (NOUN) for the purpose of renewal of license should be expunged. This is to bring about equality in the scheme of affairs.
States of the federation should come up with policies that would motivate Nurses and Midwives to go to the rural areas to practice in order to bring about even distribution of man-power needs in such areas.
The N&MCN to reduce the cost of renewal of license by 50% for our Retired Nurses.
Conclusion
It is the sincere belief of the participants that the relevant authorities will take this communiqué serious in order to ensure enhanced quality health care delivery in Nigeria.
