The Minister of Health, Prof. Isaac Adewole has reaffirmed the Federal Government’s commitment towards the operationalization of saving one million lives programme for results in Nigeria.
The Minister made this known on Tuesday in Kaduna state during the workshop organized for Health Commissioners in the North –West States and Yobe state.
Prof. Adewole pointed out that saving one million lives programme was in consistent with the ministry goal for Universal Health Coverage and also in line with other strategic documents such as the National Strategic Health Development Plan (NSHDP) and the National Vision 20:2020.
He stressed that SOML P for R was a Federal Government – led intervention to improve maternal and child health through a result- focused partnership with state ministries of health, it also designed to facilitate and structure the flow of resources to pay for results, which are desired goals, outcomes and impacts than simply paying for process or reimbursing activity costs.
Prof. Adewole further said that the programme was package of high impact, evidence- based, and cost-effective health intervention known as the six pillars, namely: Maternal, newborn and child health, Childhood essential medicines and increasing treatment of important childhood diseases, Improving child nutrition, Immunization, Malaria control and The Elimination of mother to child Transmission (eMTCT) of HIV. In addition the six pillars, the SOML program also includes two enablers Promoting innovation and the use of information and communications technology and improving the supply and distribution chain. He informed that the program would provide funds to the federal and state Government based on achievement of results across a set five Disbursement Linked Indicators (DLIs),DLI 1- Increasing Utilization of High Impact Reproductive and Child Health and Nutrition, DLI 2- Increasing Quality of High Impact Reproductive and child Health and Nutrition Interventions, DLI 3, Improving M&E Systems and Data Utilization, DLI 4- Increasing Utilization and Quality of Reproductive and Child Health and Health and Nutrition Intervention through private sector Innovations and DLI 5- Increasing Transparency in Management and Budgeting for PHC.
He pointed out that each state could be rewarded for improvements in performance from their own baseline, this means that each state would compete against its previous baseline.
Prof. Adewole emphasized that an Independent Verification Agent (IVA) could be recruited to review and validate any data that was generated on progress, as an external check to avoid chances of gaming the system, the IVA would also examine the results of the Standardized Monitoring and Assessment of Relief and Transition household surveys and the health facility surveys to calculate how much should be paid to each state.
In his remark, the Executive Governor of Kaduna State, Mallam Nasir El- Rufai, commended the FMOH for its SOML P for R programme for the benefit of Nigerians .He stressed that Kaduna state would partner with the ministry to delivery primary healthcare to the poorest and most vulnerable.
In her welcome address, the permanent Secretary, FMOH, Hajiya Binta Adamu- Bello, said that SOML P for R was a program targeted to saves the lives of our mothers and children.
She also said that the programme was in consonance with the change mantra of the Present Administration agenda on transparency and accountability.
