1. The State Government has observed the need to clarify issues relating to Annual Leave observance in the year of Officers' retirement from the State Public Service in view of provisions of previous Service Circulars vis-a-vis the provisions of the 2015 Public Service Rules (PSR) on Pre-retirement Leave. 2. Further to the above and in line with the PSR 120221 "Proportionate (pro-rata) Leave, it is hereby notified for general information that retiring Officers are mandatorily required to proceed on pro-rata leave in the year of retirement. In this regard, Leave Applications should be submitted, as appropriate, not later than 30 working Days before the date of retirement.
3. Accounting Officers and Directors of Administration and Human Resource are hereby enjoined to note this guideline for strict compliance.
4. Please give this Circular the Service-wide publicity it deserves.
