The Nigeria Supply Chain Integration project which is funded by the Global Fund, is designed to improve patient access and availability of medicines – through visibility, control and efficient last mile delivery. The project will also ensure a tighter integration of National health commodities supply chains between Federal & State, Donors, Public & Private Sector, and across commodities.
i+consortium, which comprises international and local organizations is responsible for the establishment of functional Logistics Management Coordinating Units (LMCU) and deployment of Logistics Management Information System (LMIS) tools at State and LGA levels. The consortium will be supporting the National Product Supply Chain Management Program (NPSCMP) within the Food and Drugs Services (FDS) Department of the Federal Ministry of Health (FMoH) in achieving its set objectives of having a streamlined, cost effective and ultimately more sustainable National Pharmaceutical Supply Chain. As a result, we are looking for a National LMCU officer who will perform the following
§ Provide support to national LMCU workstream / data station at the PMO towards the implementation of the LMCU framework.
§ Support Project effort to institutionalize effective implementation of the LMCU strategy as a model for sustainable health supply chain intervention at the National and State levels.
§ In collaboration with the National LMCU Lead, strengthen and continuously support the state LMCUs to effectively carry out their routine PSM audit and remedial responsibilities over all ATM-RHV facilities in the states.
§ Support the establishment and/or functioning of State LMCU based on the standard State LMCU TOR, based on the state mapping of status of (existing) LMCUs
§ Collate and support the evaluation of state LMCU routine reports in conjunction with the data management work station at the PMO.
§ Support the collation of States’ information to facilitate timely, reliable and informed decision on State SCM and serve as a platform for projections
§ Responsible for tracking of work plans to compare implementation with plans and prepare periodic States’ progress reports
§ Support the national LMCU work stream to monitor State LMCU progress and compliance.
§ Work with National LMCU lead to review periodic reports from State LMCUs;
§ Participate in relevant national and state level health supply chain stakeholders’ forum to provide guidance on the implementation of LMCU activities especially on logistics data management and use to inform decision making
§ Support the collation and documentation of success stories on the LMCU concept
§ Perform other duties as assigned.
Minimum Skills/Knowledge and Qualification
§ Degree in Pharmacy, Public Health Medical Laboratory Sciences, Logistics Management or other relevant field.
§ A minimum of 5 years of professional experience in health programs and/or supply-chain industry, preferably in supply chain management for medical supplies.
§ Demonstrated experience in supporting activities at state level related to supply chain especially with the state ministry of health (SMoH)
§ Experience with Logistics Management Coordinating Units at the State level
§ Strong interpersonal/communication (written and verbal) skills, analytical and problem solving skills.
§ Ability and willingness to travel to the field.
§ Previous logistics/supply chain management experience across health programmes especially in Nigeria.
