CHEERS is one of the leading indigenous Implementing Partners in Nigeria focussing on mitigating the impact of HIV/AIDs, Malaria and Tuberculosis in Nigeria. CHEERS mission is to improve the quality of lives of vulnerable population groups in rural communities across Nigeria by increasing access to healthcare services, education and economic empowerment. CHEERS is currently scaling up HIV Prevention and Treatment services focusing on Key Populations particularly Female Sex Workers in Imo and Anambra States and is in need of competent/qualified persons to fill up the vacant positions listed below.
Position: Program Supervisor (1 position)

Summary of Position:
The Program Supervisor will provide overall leadership and management of CHEERS KP (FSW) program from the head office of CHEERS. S/he will coordinate the program manager at the state level and other officers recruited for the project. Main responsibilities are indicated below:
Management Responsibilities:
The Program Manager will lead the implementation of high quality KP(FSW) programming through the provision of technical guidance and capacity building of CHEERS staff and local implementing organizations, Outreach workers and Peer Educators. The PS will also build strategic partnerships with stakeholders in the HIV Prevention sector, including the government, partners and donors. Additionally, the PS will support and participate in activities to contribute to organizational growth in the Health sector and specifically in Key Populations
Specific Responsibilities: • Manage donor grants for CHEERS Projects on KP(FSW)
• Ensure the implementation of high quality programs by supporting current partners through regular field visits, sharing of best practices, and developing external linkages as appropriate;
• Provide staff development opportunities for the KP(FSW) team specifically with the Program Officers Service Delivery and Project Officers (M & E) including acting roles in times of absence;
• Provide overall support to the CHEERS Program and projects ensuring high quality programming;
• Work with CHEERS as a member of the Senior Management team for developing concept notes and Project Proposals;
• Provide support to CHEERS states offices and partners on KP(FSW) Programming as needed;
• Work closely with Finance Department for effective use of budgets and also coordinate with State Coordinators on budget management;
• Monitor the activities and progress of project partners with particular attention to lessons learned for dissemination. Compile monitoring reports with recommendations for follow-up action.
• Facilitate CHEERS administration of KP(FSW), projects through completion of project agreements; processing requests for disbursement of project funds; and reviewing financial and narrative reports.
• Build the capacity of partner staff and strengthen partner systems through mentoring, training, facilitation, fundraising, and exposure visits.
• Work collaboratively with the Programming team to prepare program guidance and strategic documents such as the Annual Project Planning and Strategic Planning.
• Supervise Project Officers, and M & E team for specific M & E data related to Donor Funded Project
• Work with KP(FSW) team and partners in acting as a sounding board, assisting in reviewing project proposals/documents and refining existing KP(FSW) programming;
• Manage KP(FSW) program budgets
• Develop and maintain relationships with SFH, SACAs, LACA, local and international NGOs existing in CHEERS supported states, as well as other key stakeholders.
• Develop new initiatives or develop new partnerships on current projects according to the MPPI Strategy. Ensure program design integrates Program Quality Principles.
• Develop linkages with donors and identify funding opportunities for CHEERS
Qualifications and Skills:
• MBA, BSc, additional qualification will be an added advantage
• Two years plus management experience in KP(FSW) programs especially managing Global Fund, USG programs at state level.
• At least one-year experience in managing a team of at least three persons and also in HIV/AIDS prevention, treatment, care and support.
• Must have managed similar programs in any other of the states listed above
• Experience in planning and budgeting required
• Proven programmatic, technical and managerial expertise in providing support to institutions/states to strengthen their management and/or leadership capacity, systems and processes, and sustainability potential
• Demonstrated capacity to collaborate with colleagues, teams and partner organizations to achieve result.
• Strong interpersonal and organizational skills.
• Comfortable with a team approach to management and the ability to manage several major activities simultaneously.
• Proficiency in MS Office, basic research application like Epi-Info, SPSS etc will be an advantage
• Ability to read, analyse, and interpret the most complex document and respond effectively to the most sensitive inquiries or complaints.
• Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
