Overview
The Nigeria Product Supply Chain Management Program (NPSCMP) funded by the Global Fund through the Management Sciences for Health (MSH) under the Resilient and Sustainable Systems for Health (RSSH) Grant is modeled to ensure continued availability of health products at the last mile through total visibility for accountability and control across the HIV, Malaria, and TB space in Nigeria.
NPSCMP as sub-recipient is responsible for implementing the Procurement and Supply Chain Management (PSM) component of the RSSH Grant for which MSH is the Principal Recipient. The aim is to achieve set goals and objectives in a sustainable manner. This also includes gaining the right manpower support for the NPSCMP.
The Quality Assurance & Pharmaco-Vigilance Manager position is designed to support the timely implementation of all Health Products Quality related interventions and activities within the RSSH Grant. S/he will support the strengthening of supply chain competencies and performance across the national, state and LGA levels of health system with increased focus on Quality Assurance and Pharmaco-vigilance. S/he will support project level PSM data management including performance tracking of key PSM indices.
 
Specific Responsibilities
The Quality Assurance & Pharmaco-Vigilance Manager will support:
The strengthening of PSM Quality Assurance system.
The implementation of RSSH PSM interventions and activities with focus on Pharmaco-vigilance.
The National Laboratory Quality Assurance Team on Quality Assurance of Diagnostics for ATM programs
Project level activities with National Drug Regulatory Agency.
The development of guidance documents, concept notes, SOPs, capacity building events etc related to Quality Assurance and Pharmaco-vigilance
The management/coordination of grant health products Quality Assurance interventions and activities.
Grant stakeholder management effort including support to SRs.
 
Additionally:
Represent the project within the SCMS community.
Lead the development and or upgrade/review of Adverse Drug Reaction monitoring tools.
Participates in coordination platforms.
S/he will serve as a liaison between NPSCMP and other agencies/programmes on quality assurance and pharmacovigilance related intervention/activities within the RSSH grant.
 
Qualifications and Experience
Bachelor's Degree in Pharmacy or any other related field, post-graduate degree is an advantage.
Minimum of 3 years’ field level experience in supply chain management within the public health settings.
Experience implementing Quality Assurance and Pharmacovigilance interventions in HIV, TB & Malaria programs.
Experience working in complex stakeholder environments especially characterized by multiple tiers of governments, variety of implementers, heavy outsourcing, Significant Donor presence.
Experience working in government settings.
Good understanding of Health Products Post Marketing Surveillance principles
Experience working with a broad number of stakeholders (government, donors, implementers) within the SCMS space for effective leadership and coordination.
Experience in data management and use particularly as it relates to Quality Assurance.
Strong experience using the LMIS tools [electronic and paper-based] in Nigeria.
Great interpersonal and communication skills
Strong knowledge and application of MS packages.
