Job Description:
The Senior HIV Technical Advisor will report to the Deputy Chief of Party and work closely with the Chief of Party and project technical staff to provide strategic inputs to the 5-year USAID-funded project: Strengthening HIV/AIDS Continuum of Care Services in Ghana. The project aims to provide targeted, relevant technical assistance and institutional support to the Government of Ghana and its partners to sustain the low national prevalence of HIV with increased epidemic control among key populations (KP) through the provision of comprehensive, high quality and sustainable HIV/AIDS services for key populations across the continuum of care engaging clinical and community settings.
 
The Senior HIV Technical Advisor will be responsible for providing strategic inputs to the project’s activities to ensure that the project: provides high quality HIV care, support, and treatment services; strengthens the capacity of government, non-governmental and civil society stakeholder in KP programming; meets its annual targets; and maximizes positive outcomes. This person will work closely with the Clinical Care and Treatment Advisor, whose focus is on clinical and health service delivery activities and issues (clinical training, access, retention, adherence, etc.). The Senior HIV Technical Advisor will focus on the social and behavioral barriers to access to health care services for KPs including stigma and discrimination, gender-based violence (GBV), psychosocial challenges; individual and community interventions to increase demand for services, and strengthening the use of integrated health services. S/he will have extensive experience around HIV programming for key populations in Africa. This position has a strong understanding of the unique challenges of providing services for a highly stigmatized and hard to-reach population.
 
Responsibilities:
* Provide technical assistance and capacity strengthening to community-based organizations to increase the demand for facility and community-based HIV prevention, care, treatment, and support services for KPs
* Work with counterparts at governmental and non-governmental service provision organizations to create an enabling environment in the community and in facilities to ensure access to and uptake of quality prevention, care, treatment, and support services
* Facilitate collaboration between government, private, and NGO service providers and communities to strengthen referrals services and systems between these entities (e.g., linkages from testing to treatment, linkages to support services such as mental health and for victims of violence)
* Provide technical assistance to develop an action plan to counter sexual and gender-based violence (SGBV) and support survivors, improve violence response systems, increase reporting and offer improved legal and protective options for redress
* Work with government, private, and civil society partners to systematically identify intervention gaps, develop action plans, and oversee the implementation to ensure quality services for KPs
* Ensure that a strong SGBV and stigma reduction, and service equity component is integrated into all trainings, services, and informational and communications activities
* Work with counterparts to increase linkage to and retention in care and treatment
* Contribute to monitoring and evaluation (M&E) efforts and data collection
* Work with the project team and counterparts to identify strategic areas for formative and operations research in HIV prevention, care, and treatment, particularly in the area of structural barriers to HIV services
* Travel as needed to project sites for technical assistance, training, and supervision
* Other duties as assigned 
 
Qualifications: 
* Master’s Degree in public health, social sciences, public health, international development or related field.
* Minimum seven years of senior level management experience in the design, implementation and managing large, complex public health projects in developing country contexts.
* Minimum five years senior level experience in key populations HIV programming and in community development.
* Solid understanding of relevant structural, psychosocial, institutional and policy issues in HIV programming for key populations.
* Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce quality results.
* Demonstrated knowledge of USG PEPFAR and USAID procedures pertaining to project design/implementation, M&E, and financial management and reporting.
* Exceptional communication skills (including presentations) in written and spoken English required.
* Relevant experience in Sub-Saharan Africa strongly preferred; Ghana experience desirable.
