POSITION:                  ACCOUNTABILITY COORDINATOR( I )

LOCATION:              ZAMFARA STATE

Contract type: Fixed Tenn January 2017 to December 2018

Summary purpose and objective of role

Options Consultancy Services Limited is seeking an Accountability Coordinator to be based in Zamfara State to contribute and work within a dynamic five (5) year programme called Maternal, Newborn and Child Health Programme (MNCII2 ). The Accountability Coordinator in Zamfara will be responsible. under the guidance ofthe Accountability and Advocacy Advi sor and the Zainfara State Team Leader (SUL for ensuring that accountability mechanisms are strengthened, ensuring government and service providers deliver quality MNCH services through active publicand broader stakeholder engagement.

Main Duties

Strengthen MNCH accountability structures:

·      Be the primary means through which resources at facilities and progress on maternal and newborn health care arc tracked and acted upon

·      Strengthen or establish State level accountability mechanisms (SLAMs) including Faciliry Health Commine. (FM's) and
existing networks and consisting of members who have the power to in fl mine e c hange beyond just the health sector

·      Ensure the facility scorecards will be shared through the accountability mechanisms and other forums at state level to facilitate data for decision making, encourage transparency on progress and advocate for improvements in the quality of services

Promotion and strengthening of the MC Model:

·      Ensure that Options' successful FHC model will be sealed up significantly, covering all M NCH2 states

.      Liaise with stakeholders, including State and Local Government Authority (LGA) level Government, Civil Society

Organisations (CS0s),FHCs, civil society coalitions, and representatives ofrelevan t development programmes

.  Provide focused mentoring support, infomied by individual Fl IC needs. both directly to FlICs or via CSOsiconsultants
who have been contracted to provide mentoring to FHC

tti oordination and logistics:

·      Coordinate a range of mentoring activities for a large number of consultants. ensuring the appropriate logistical and financial support is provided

·      Develop terms of reference together with the Accountabil ity and Advocacy Advisor for upcomingeonsultant activities

·      Ensure close and effective cooperation with other programme staff in their State team to make sure that MNC1I2 strategies and approaches are delivered in a coherent and coordinated way, in line with log fra m e targets

Quality Assurance:

·      Carry out a variety of administration and quality assurance checks an all data receisnid from CSOiconsultants together with cheeks on invoices and timesheets before they are sent to Options Headquarters (HQ) tbrdata analysis and timely payment

·      Ensure on-going monitoring through monthly FlIC reports, self-assessment reports and community scorecards. This includes quality assuring data and reports, highlighting key issues that need to be addressed to ensure good performance of and impact made by FEICs and ensure these =acted upon

Qualifications

Master's degree in public health or a relevant field

Experience

·      Demonstrated coordination experience in international health programmes

·      Experience providing expertise in the area of accountability andtbe advocacy programmes in Nigeria. with a particular fazes on strengthening communities

·      Understanding of accoun tability and advocacy principles and approaches

·      Demonstrated management, programme planning competency and effectivecommtaricati on skills

·      Experience in mentoring and training for different cadres of staff and partnersI tisperienee of managing and coordinating a large number of consultants

·      Indepth understanding of the political, social, economic, and cultural context ofNorthern Nigeria

Skills and Attributes

·      Excellent attention to detail and experience ofquality assurance

·      Excellent written and spoken English and Hausa

·      Ability to work to deadlines

·      Advanced Microsoft Office skills, including but not limited to Excel, Word and PowerPoint

POSITION: MONITORING & EVALUATION COORDINATOR (1)

LOCATION: KANO STATE

POSITION SUMMARY

The Monitoring and Evaluation Coordinator will coordinate all M&E related activities at the state level on the Maternal. Newborn and Child Health programme.

Overall Responsibilities

The Monitoring and Evaluation Coordinator will be responsible for the timely collection. management. analysis, and reporting of valid and reliable data that meet government and donor reporting requirements at the state level. S/he will specialise in monitoring and evaluation methodology. evidenced-based decision making. qual nal ive and quantitative research, management. analysis, and translating results to programmatic change. This is a full-time position and will report to the State Tearn Leader.

Key Responsibilities

·      Lead monitoring of data collection, collation, storage, analysis, and reporting at the state level, including validation and quality assurance of da ta reported;

·      Ensure collected data is utilized in state level programme implementation.

·      Assess state level project progress in all result areas monthly to identify any problems, and bring issues to the attention of relevant parties;

·      Support project qualitative and quantitative research efforts, including supporting the management of data collection. data analysis and use of result, Ensure results are disseminated at state level and results inform MNCII2 programming at the slate level.

·      Assess M&E, data demand and use capacities and work with state relevant ministries. departments and agencies in developing theircapacities; and

·      Provide the Monitoring, Evaluation & Value for Money advisor with quality-assured state level information required for routine reporting in line with donor requirements.

Qualifications

·      Degree in public health, evaluation. social science. international development, statistics, economics, ore related discipline.

·      Minimum 5 years' experience conducting M & E for large maternal and child health programmes in a developing country, preferably Nigeria.

·      Strong quantitative and qualitative research and analysis skills.

·      Demonstrated experience with I NIS. databases, MS Office, SPSS i SAS and other relevant sk ills.

·      Experience with gevernmental and nongovernmental health sector partners.

·      Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organisations.

·      Experience working with DFID funded programmes is preferred.
