World Health Organization Vacancies for LGA Facilitators

Applications are invited from suitable qualifies candidates for the position of Local Government Area Facilitator in Cross River State WHO Office.
 
Terms of Reference: LGA Facilitators
 
Main objective of assignment:
To support the pollo eradication Initiative in Nigeria to plan and Implement activities aimed at maintaining very high population immunity through high quality SIAs and routine immunization as well as achieving highest quality AFP surveillance to ensure timely detection of all pollinates transmission. Specific attention is to be given to national guidelines as well as to recommendations of the Expert Review Committee PEI and Nigeria.
 
Specific tasks:
The LGA Facilitator is expected to support LGA authorities and other appropriate  stake-holders to improve performance of vaccination personnel as well as LGA surveillance personnel. The specific tasks to be undertaken in the regard will include.
 
Immunization (SIAs and Routine Immunization) Activities
1. Supporting LGA teams to prepare and monitor implementation of 3 month SIA operational plans.
2. Supporting LGA teams to implement activities aimed at improving the performance of vaccination teams including (a) micro-planning, (b) personnel selection, (c) training (d) supervision, (e) independent monitoring and use of IM data for appropriate remedial action including revisits.
3. Supporting LGAs to finalize 2012 Reaching Every Ward micro-plans.
4. Support LGA teams to implement the 1,2,3 strategy particularly in wards with evidence of sub-optimal vaccination coverage.
5. Support LGA teams to strengthen partnership with Traditional Leaders other influential community leaders and community based organizations to support immunization activities.
6. Support LGA teams to ensure implementation of activities recommended in the Abuja commitments including the holding of regular and effective LGA Task Force meetings.
7. Prepare and submit regular programme reports that include indicators recommended in the National PEI accountability Framework.
 
AFP Surveillance Planning, Implementation and Monitoring
1. Support the LGA team to prepare LGA AFP Surveillance annual work-plans.
2. Support the LGA Disease Surveillance and Notification Officer to implement active surveillance activities targeting priority reporting sites (both health facilities and non-health facility reporting sites).
3. Support regular sensitization and capacity building of front-line health workers and community surveillance local points in AFP surveillance.
4. Support the investigation of any confirmed pollo case.
5. Support the surveillance of other VPDs and priority diseases within the national IDSR Strategy.
 
Key performance indicators (KPI): The following key performance indicators will be monitored to assess the contribution of the WHO LGA Facilitator.
 
Immunization:
1. Up-to-date LGA SIA operational plan develop in accordance to national guidelines.
2. Monthly (as well as post SIA) monitoring report of LGA SIA operational plan.
3. Updated micro-plan developed in accordance with national guidelines and assignment of realistic workload to vaccination teams.
4. Evidence of improved independent monitoring and use of data for remedial action.
5. Evidence of implementation of 1,2,3 strategy to improve RI  in wards with lowest immunization coverage.
 
Surveillance:
1. LGA AFP surveillance annual work-plan developed in accordance with national guide-lines.
2. Evidence of activities undertaken to ensure active surveillance activities in major priority sites in the LGA.
 
Qualification and Experience:
1. At least a Diploma in the health sciences from a recognized health training institution.
2. At least 3 years experience in Primary Health Care with at least 2 years in the area of Public Eradication or Immunization.
3. Excellent knowledge of English and the predominant local language in the LGA of assignment.
4. Have access to appropriate transportation that can convey him/her throughout LGA.
 
Desirable Personal Skills:
* Good inter-personal and communication skills.
* Ability to work harmoniously as a member of a team comprising Government officials local community leaders religious leads.
* Highest level of personal and professional integrity.
 
Reporting Structure:
* The WHO LGA Facilitator will report to the WHO Cluster Consultant responsible for the LGA where the LGA Facilitator is assigned.
