Duration of Contract: 3 months (renewable contingent upon continued need and availability of funding)

Job Purpose

  • The position manages and provides overall guidance to the state’s implementation team on HIV/AIDS care and treatment programs.
  • The incumbent will support program planning, design, review, and monitoring of the ART program implemented in the state.
  • He/She will also work with the central office managers on program planning, design, review, and monitoring of program progress.
  • The incumbent reports directly to the State Technical Lead and indirectly to the COCT Lead at the Central Office Level.

Essential Duties and Responsibilities

  • Manages and provides overall guidance and coordination to the state’s implementation team on HIV/AIDS care and treatment programs.
  • Provides leadership for the provision of person-centered care services.
  • Provides leadership for the implementation of integrated NCD - Cervical Cancer, HPT, DM, and - COVID-19 and TB.
  • Provides leadership for effective patient retention strategies, including client-centered DSD.
  • Ensures context-specific treatment support for special populations - KPs, Standalone DOTS sites, and community drug pick-ups.
  • Provides state leadership on adaptable case management systems for all sub-populations.
  • Ensures the Viral load optimization value chain management by supporting activities, strategies, and plans geared towards the optimization of Viral load testing, coverage, and suppression rates across supported facilities.
  • Provides technical support for an inclusive integrated quality management system to evaluate and address service delivery cascade gaps.
  • Supports site-level implementation of a high degree of integration, collaboration, and communication among PMTCT, Pediatrics, and OVC programs to rapidly close the pediatric treatment gap.
  • Supports leveraging of OVC resources to reach Pediatrics, adolescents, and pregnant women with comprehensive, impactful, and acceptable services.
  • Supports the generation, transmission, and triangulation of pediatrics, Adolescent, PMTCT, and OVC-related data across program areas.
  • Facilitates the optimization of community interventions and consolidates the gains at the facility level.
  • Perform any other tasks assigned by the State Program Manager/Supervising Director and his/her designate.

Qualifications & Experience

  • Master's Degree in Public Health, Management, Sciences, or Behavioral Sciences, with at least 7-9 years of working experience in managing programs at the community level.
  • A Bachelor’s Degree with additional experience will be considered.
  • At least 5 years experience with HIV/AIDS program planning and implementation at the community level working with public and NGO sectors required.
  • Supervisory experience in health program management with at least five years of experience working in the health care system in Nigeria.
  • Experience working in collaboration with local Governmental partners, U.S. Government, or bilateral donors preferred.
  • Clinical experience in HIV/AIDS care and antiretroviral treatment is an added advantage.
  • Strong leadership and management skills.
  • Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision, and values of the program; and does not compromise ethics or integrity or undertake legal risks while pursuing program goals.
  • Strong written and verbal communication skills combined with the ability to work collaboratively with program staff and stakeholders across organizational boundaries.
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
