Job Title: Health Financing & Private Sector Advisor

Locations: Jigawa, Niger

 

Details

The Accelerating Control of the HIV Epidemic in Nigeria (ACE) project will implement integrated HIV care and treatment activities in various states in Nigeria.

The Service Delivery Activity will contribute to the attainment of the Government of Nigeria’s (GON) goal of addressing the HIV response and safeguarding the rights and welfare of children and adolescents impacted by HIV/AIDS.

 

Technical Responsibilities

The Health Financing & Private Sector Advisor will support the delivery of the following:

Leads and provides day-to-day management support to the consortium teams in the state on health financing and private sector engagement

Supports the institutionalization of ongoing health financing reforms by facilitating the set-up of HIV health financing technical working group in each state

Provides high-level engagement to facilitate the design and implementation of the HIV Trust Fund for the state

Oversees the mapping and needs assessments of all PMV/PHFs to ART sites

Designs the engagement model(s) for the use of eligible PMVs/unsupported PHFs as drug pick-up centres

Oversees the engagements with the unions of private medical practitioners on the integration of the private sector in HIV care

Convene high-level engagements to register and activate eligible PMVs/PHFs as drug pick-up centres to support differentiated service delivery at each of the states

Defines model and strategy for capacity building for private sector actors across the 3 states

Provides oversight for the conduct of quarterly supportive supervision for mentorship and coaching in programmatic and technical capacities for Private Sector actors at each of the states

Coordinates monthly data audit and review meetings for PMVs & PHFs for the 3 states and disseminates reports to the relevant stakeholders

Oversees quarterly DQA for PMVs & PHFs at each of the assigned states (Kano, Bauchi, Jigawa and Niger) and disseminates reports to the relevant stakeholders

Other duties as assigned.

 

Education and Experience

Academic training: Minimum of Bachelor's Degree in International Development, Policy and Strategy Development, Medicine, Public Health, Microbiology, Epidemiology, Health Management or a similar relevant field. A Master’s Degree is an added advantage.

 

Experience:

6 - 10 years of progressive experience in health systems strengthening and/or HIV or PHC program design and implementation

Strong understanding and experience of PHC programming, including the BHCPF and Health Insurance schemes

Astute problem solving and strong team leadership and program management skills

Stakeholder management and coordination

Strong verbal and written communications skills,

Strong report writing skills with excellent knowledge of Microsoft Office suite (Excel and PowerPoint).
