Position Summary

  • The C-19RM TA award is a CDC-funded project for ICAP in Nigeria to complement the Global Funds C-19RM support to the government of Nigeria with the Nigeria Centre for Disease Control (NCDC), National AIDS and STIs Control Program (NASCP) and the Federal Ministry of Health (FMoH) as TA recipients. ICAP Nigeria is supporting the Federal Ministry of Health to develop a comprehensive database and data of all COVID-19 cases and deaths, Report of clinical mortality audit of all COVID-19 deaths in Nigeria, SOPs, protocols, and guidance factsheets on CM data report directly into SORMAS from health facilities:
  • Reporting to the Case Management Epidemiologist, the Health Informatics Consultant will be responsible for the development, optimization, and maintenance of interoperable systems for managing the National COVID-19 Clinical data landscape with special emphasis on the quality morbidity and mortality data flow from the treatment sites into the Case Management platform on SORMAS.
  • This includes the management of relevant IT hardware and networking infrastructure, which supports the system. He/she will work closely with the NCDC SORMAS team and the Case Management Pillar at the Federal Ministry of Health and will report to the Case Management Epidemiologist

Major Accountabilities

1st Month:

  • Schedule technical meetings with the SORMAS IT Team at the NCDC to understand the landscape for hosting Case Management Database from the 36 states.
  • Schedule technical meetings with the FMoH to understand data sources and formats to plan the most suitable methodology for integration and migration to the SORMAS database.
  • Schedule sessions with the SORMAS team to align the reviewed CRF with the case management module on SORMAS.
  • Design checks to ensure data quality on the data entry page of the Case Management module.
  • Designs a framework to facilitate the synchronization of existing databases and CSV files with the back end of the SORMAS.
  • Designs a framework to manage data access in line with the approved Data Governance and protection policy by the FMoH.
  • Review the dashboard codes to align with expected descriptive and inferential statistical summaries approved by the Case Management Pillar, FMoH
  • Shares weekly reports and work plan with relevant stakeholders at the FMoH and ICAP
  • Collaborate on improving standards of care, policies, and procedures.
  • Train healthcare staff on health information system deployment and management.
  • Providing technical support, optimize network security, and maintaining databases.
  • Performs any other duty as may be assigned.

2nd Month:

  • Follow up with states on a daily basis to ensure retrospective entries are done as agreed.
  • Share weekly status of data entry with the case management epidemiologist and the FMoH.
  • Resolve data entry/submission queries in the course of retrospective entries by the state.
  • Pulls data on a weekly basis and shares on a common platform with relevant stakeholders for data use and decision-making.
  • Design a template for clinical mortality audit, working with the Case Management Epidemiologist, partners, and the FMoH.
  • Script the approved template into data collection tools, that can be used to collect data from the states.
  • Develop systems to synchronize the mortality data with the central database.
  • Develop systems to link mortality data with analytics and visualization platforms with relevant descriptive and inferential statistical summaries.
  • Collaborate on improving standards of care, policies, and procedures.
  • Train healthcare staff on health information system deployment and management.
  • Providing technical support, optimize network security, and maintaining databases.
  • Performs any other duty as may be assigned.

Month 3:

  • Continuous monitoring of data entry/flows and reportage from facilities into the SORMAS platform
  • Conduct Site visits for DQA on the reported morbidity and mortality data.
  • Works with the FMoH to design a framework for integrating the SORMAS database with other data repositories at the FMoH.
  • Follow up with states on a daily basis to ensure retrospective entries are done as agreed.
  • Share weekly status of data entry with the case management epidemiologist and the FMoH.
  • Resolve data entry/submission queries in the course of retrospective entries by the state.
  • Pulls data on a weekly basis and shares on a common platform with relevant stakeholders for data use and decision-making.
  • Shares data with for the bi-weekly EOC meetings
  • Performs any other duty as may be assigned.
  • Collaborate on improving standards of care, policies, and procedures.
  • Train healthcare staff on health information system deployment and management.
  • Providing technical support, optimize network security, and maintaining databases.
  • Perform other related duties and support other projects as may be required and directed.

Qualifications

  • Bachelor's Degree in Health Information Management, Computer Sciences or a related field.
  • A Master's Degree in health informatics is desirable

Knowledge, Skills, and Abilities:

  • A minimum of two (2) years experience as a health informatics specialist.
  • Advanced proficiency in programming languages and EMR software, such as SQL and Epic.
  • Exceptional knowledge of health information system design and database management.
  • In-depth knowledge of best practices in healthcare information management.
  • Superb analytical, organizational, and time management skills.
  • Excellent communication and collaboration abilities.

Travel Requirement:

  • Local travel may be required.
