Job Title: Knowledge Management and Writing Consultant

Period of performance of the consultancy: June - July 2023

Scope of Work

Program Activity:

  • Consultant to support stakeholders in Zamfara, Plateau and Nasarawa to compile and develop state-specific universal health coverage (UHC) roadmap and mandatory health insurance/contributory health care scheme operational framework that is technically sound and aligns with national guidelines and policies.

Background

  • Local Health Systems Sustainability (LHSS) project is USAID’s flagship initiative in integrated health systems strengthening implemented by Abt Associates and its partners in Nasarawa, Zamfara and Plateau States.
  • The project’s objectives are to expand financial risk protection to reduce financial barriers and out-of-pocket payments so that the poor can obtain needed health services without being pushed deeper into poverty; increase health coverage for the poor by 10 percent through fully functioning social health protection programs (i.e., Basic Health Care Provision Fund and State Health Equity Fund) to improve equitable access to essential health services for the most vulnerable populations, especially women, children, and people with disabilities; and increase the proportion of revitalized “one main health facility per ward” to 50 percent to increase the number of fully functioning primary health centers to provide essential quality health services.

Role and Responsibilities

Required Qualifications / Experience

  • First Degree in Health or Medical Sciences / Social Sciences preferred.
  • Graduate qualification in Global Health / Public Health / International Health / Public Policy is required
  • 10+ years relevant work experience.
  • Experience with conducting desk review, compilation and writing of operational documents/guidelines
  • Knowledge of health systems strengthening, and health financing is an added advantage

Reporting / technical approvals:

While it is anticipated that the writing/ communication and knowledge management consultant will be able to work independently, to ensure quality assurance and timeliness, the consultant will hold regular check-in meetings with the LHSS team and share draft of deliverables and with the Chief of Party to obtain technical approvals.

  • To advance progress towards universal health coverage in these states, LHSS has supported multiple multisectoral stakeholders’ workshops to co-create universal health coverage (UHC) roadmaps and operational frameworks for mandatory health insurance/contributory health care scheme in the project-supported states.
  • The knowledge management and writing consultant will compile the outputs of these workshops and develop them into state-specific documents.
  • The areas of work include writing documents and reviewing the action plans to ensure technical soundness and alignment with national guidelines and policies.
  • In addition, this role includes conducting validation meetings for each of the documents developed in collaboration with relevant stakeholders.
