Technical Advice Connect Limited/GTE (TA Connect) is a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services across Africa. TA Connect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support for states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.

Job Title: Monitoring, Evaluation, and Learning (MEL) Needs Assessment Consultant
Location: Nigeria

Reports directly to: The Technical Director
Description
- The MEL Needs Assessment Consultant will comprehensively assess the organization’s MEL Systems, with the aim of determining organizational, technical, personnel, and infrastructural needs and requirements to effectively manage the process of achieving the set goals by her donors.
- He/she will also ensure adherence to TAConnects’ policies and donor regulations.
Responsibilities
Principal Duties and Responsibilities (Essential Functions):
- Engage the Executive Director and Technical team led by the Technical Director, to understand the operational implementation of interventions, M&E and KM goals, and associated contractual deliverables.
- Consult, if necessary, the MEL Manager, and IT for any other information required and related to the management, visualization, and presentation of big data in line with the objectives of the consultancy.
- Develop recommendations (which may include personnel and software specifications where required) based on findings from the needs assessment conducted during engagement with the technical team.
Job Qualifications
- A minimum of a Master’s Degree or equivalent in the field of Public Health, Measurements, and Evaluation is required.
- Minimum of 15 years of development work experience, with at least 10 years in an M&E advisory role. Implementation experience across direct international donor-funded projects including BMGF is an added advantage.
- Experienced leading the designing and implementation of Monitoring and Evaluation systems for public health programs/projects or logistic services in Nigeria.
- Experience with Health Informatics including data analysis and visualization.
- Familiarity with donor-funded requirements for managing information systems, data management, data security, and reporting.
- Demonstrated experience in working with government structures at central or sub-national levels.
- Advanced knowledge of evaluation methodologies, sampling techniques, data collection, and analysis techniques.
- Ability to facilitate training/workshops and present technical and strategic Information data in a clear and concise manner to audiences with varying degrees of knowledge/experience.
- Excellent communication, and technical writing skills

- A needs assessment report
Working Conditions/Duration of Assignment
- The consultancy period is for 15 days, with the activity timetable below.
- 5 days information review,
- 5 days physical engagements with the Technical and MEL team and
- 5 days to produce Need’s assessment report.
Supervision
The MEL Needs Assessment Consultant will be supervised by The Technical Director/Strategic Engagement Director.
