In alignment with the Presidential Amnesty Programme’s vision for human capital development in the Niger Delta, the Programme announces the opening of its online application portal for the 2025/2026 Onshore Scholarship Award. This opportunity is available for both undergraduate and postgraduate studies in Nigerian public and private tertiary institutions.

The application registration period is from Friday 11th July to Friday 8th August 2025.

Eligibility Criteria: Applicants must:

• Be verified beneficiaries of the PAP (either ex-agitators or from impacted communities) from the nine Niger Delta states: Ondo, Edo, Delta, Bayelsa, Rivers, Imo, Abia, Akwa Ibom, and Cross River.
• For undergraduate programmes, have sat for the 2025 UTME or be newly admitted into a 100-level programme for the 2025/2026 academic session. A valid UTME result is required. Awaiting WAEC or NECO results will not be accepted.
• For postgraduate programmes, be new entrants into their course of study for the 2025/2026 academic session.

Additional Requirements

Applicants must:

• Maintain a minimum average CGPA (2.5 on a 5.0 scale or 2.0 on a 4.0 scale) to retain the scholarship.
• Refrain from any acts of misconduct that violate PAP’s regulations.
• Be prepared to undertake a written aptitude test and oral interview if shortlisted.
