Abt Associates, a global leader in technical assistance, program implementation, and research, seeks qualified candidates for an upcoming USAID·funded reproductive, maternal, newborn. and child health (RMNCH) project in Nigeria. Working closely with state level governments in the Northeast Northwest, and South, the project will focus on service delivery in family planning, malaria. immunization, nutrition, and maternal and newborn health. The project will work across the country and tailor itself to individual state and Local Government Area (LGA) levels. All positions are contingent upon project award and funding, anticipated in summer of2016. 
 
Position: HSS Advisor
Provide direction, leadership, and on-going assessment of the project's HSS components with a focus on service delivery. Direct implementation of HSS activities at the state level, and ensure the achievement of expected outcomes. Provide technical assistance to improve the delivery of high quality preventive and curative services to targeted populations. Provide technical assistance in the development and implementation of an essential package of care based on interventions known to maximize child and matemal health in resource poor settings. Explore opportunities to collaborate with the private sector and non-governmental organizations providing health services, Provide technical assistance in service delivery to state level technical teams. Oversee the training of health care providers in quality improvement and quality service delivery. Ensure accurate and timely submission of all required technical reporting and deliverables for the service delivery component of the project. 
 
Qualifications:
  1. Master's degree, PhD, or MD in Public Health or other relevant field.
  2. Eight (8) years of relevant professional experience, Experience in policy reform and implementation. 
  3. Proven experience successfully managing staff, demonstrated leadership skills, strong interpersonal and communication skills, initiative, and good judgment.
  4. Ability to anticipate and problem solve.
