John Snow. Inc. (JSI) is a US based international Public Health consulting firm and manages two (2) projects/ contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the United States President’s Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with HIV/AIDS and related infections JSI implements the USAID / Deliver Project, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.
To support the implementation of the health Supply Chain Management Project in Nigeria, JSI is seeking qualified candidates for the following position
Position: Associate Director, HIV/AIDS (ABUJA)
Basic Function
The Associate Director HIV/AIDS amongst other job functions is a member of the Management Team and will report to the Director HIV/AIDS Program. He/she will help to provide leadership, management, and technical expertise for the improvement of systems. He/she will help to collaborate closely with other major stakeholders in the implementation and improvement of the project goals.
Duties and Responsibilities:
1. Support the Director, HIV/AIDS Program to develop and maintain HIV/AIDS work-plan as part of the overall SCMS work plan for technical assistance activities in collaboration with other JSI staff and partners. He/She will assist in the development of budgets, activities and timelines to meet the project goals.
2. Support the Director in managing the department, deputize while the Director is on leave or out of office, defining strategies, goals, objectives and monitoring their implementation.
3. Coordinate the implementation of work plan activities, including development of monthly cash flow projections and submission to finance and admin, assigning of relevant staff to specific tasks to ensure the achievement of project goals.
4. Support the Director to set overall strategic direction and lead the implementation of the HIV/AIDS supply chain unification project in Nigeria, developing strategic documentation, monitoring implementations and reporting of performance measures to all stakeholders on the project.
5. Lead the process of strategic engagement with the state level officials to support skill transfer and ownership of the HIV, AIDS supply chain by the state official, collaborating with the Health Systems Strengthening (HSS) team to develop and implement capacity building strategies for the states.
6. Lead the collation and review of SCMS performance measures as relates to the work of the HIV/AIDS program department, provide interpretation of the measures, and coordinate effort to improve performance where appropriate.
7. Coordinate the development of supply chain related abstracts for national and international conferences to showcase the work of JSI in Nigeria.
8. Assist the director in Managing the relationship and collaboration with Government, donors and partners on HIV/AIDS related activities to ensure the success of the JSI /Nigeria integrated office information sharing on supply chain management activities.
9. Support the JSI/Integrated office health system strengthening department activities in cross cutting area including capacity- building, organizational development and facilitation of PSM meetings as appropriate.
10. Write and review technical reports on HIV AIDS related activities for submission to FMOH. N AC A, donors and other stakeholders
11. Collaborate with the M&E to design and implement supply chain assessments and evaluation studies and to analyze and present results to stakeholders
12. Work with M&E unit to develop monthly, quarterly and annual reports for the HIV /AIDS programmes in the integrated office
13. Work with procurement unit as appropriate to support activities that will ensure uninterrupted supply of HIV/ AIDS commodities including review of supply plans, commodity expenditure forecast, obtaining approval from the USG and providing the needed clarification to SCMS Project Management Office
14. Assist in the approval of timesheets and leave requests, travel advance and retirement documentation for defined list of staff, and responsible for conducting APRs for a defined list of stall in consultation with the Director.
15. Supervise and mentor staff working in the department, including HIV/AIDS-related drugs and laboratory commodities focused advisors, to ensure timely completion of activities in the work plan and in line with JSI Nigeria policy.
16. Assist in the development of scope of work for Short-Term Technical Assistance (STTA) providers and work with them to provide required TA for activities and also facilitate transfer of skills to appropriate JSI staff.
17. Contribute to the development and maintenance of systems that effectively respond to PEPFAR Nigeria requirements regarding implementation procedures, reporting and evaluation.
18. Assist to identify best practices and success stories tor JSI Nigeria’s periodic logistics bulletin.
19. Perform other duties as assigned by the Director, DCOP or COP
Skills &Qualification:
. At least 7 years’ experience in managing public health programs or projects in health care supply chain management funded by international donors in developing country context, with more than three years of senior management experience preferred.
. A Master degree in logistics, management, public health, business or other related area with a minimum of five years’ experience in supply-chain system strengthening activities.
. Excellent writing and oral presentation skills.
. Must be able to use the Microsoft Office Suite applications, including Word, Excel, Outlook, Project and Power Point.
. Proven ability to work independently and with little supervision. Able to manage a strong supply chain technical team.
. Proven, successful experience communicating and collaborating effectively with national and sub-national governments, international donors, commercial companies, non-governmental organizations, and other program partners.
. Experience with USAID health programs is a strong plus.
. Good knowledge of using PipeLine and Quantimed software is a strong plus.
. Ability to spend up to 50% of time on domestic travels
. Strong analytical and problem solving skills
. Specific experience with National HIV/AIDS programs, Malaria or TB program strongly desired.
