COMMUNIQUE ISSUED AT THE END OF THE ORDINARY GENERAL MEETING (OGM) OF THE NATIONAL ASSOCIATION OF RESIDENT DOCTORS OF NIGERIA (NARD)

NATIONAL ASSOCIATION OF RESIDENT DOCTORS OF NIGERIA (NARD)
COMMUNIQUE ISSUED AT THE END OF THE ORDINARY MEETING (OGM) OF THE NATIONAL ASSOCIATION OF RESIDENT DOCTORS OF NIGEIA (NARD) HELD AT OBA AKENZUA HALL, UNIVERSITY OF BENIN TEACHING HOSPITAL (UBTH), BENIN, ON THE 24TH OF MAY, 2014
PREAMBLE:
The National Association of Resident Doctors of Nigeria (NARD) held her Ordinary General meetin (OGM) from the 20th - 25th of May 2014 at the University of Benin Teaching Hospital; The opening ceremony featured a public lecture on "Maternal Mortailty -Current Issues" delivered by Prof. A.B.A. Ande at the Doctors' House, Benine city Edo State Abo in attendance were the President Nigeiam Medical Association reprecented by Dr Emmanurl Ighodaro, Chairman Edo State Chapte, Chief Medical Director and the Chairman Madical Advisory Committee of University of Benin Teaching Hospital Prof M.O Ibadin and Prof O Ozo respectively .
The Buesiness cossoin took place over the subsequent two days both of which were well attended by delegates from various Centres across the Federation.
The celagate expressed concern at the security challenges in the country in particular the recent repeat bomb blasts in Jos, the Nyanya Motor Park Multiple blasrs and 270 abduction of the Chibok School Girld, We commberater with Nigerians on these and urge all peace-loving compatriots, political office holder irrespective of affiliation and all of Governments to work in synery to protect the lives of Nigerians as well as enture the saft return of our girls
OBSERVATIONS
The meeting after due deterberations made the following observations:
1. The failure of the Federal Government (FG) through the federal Ministry of Health (FMOH) to endorse and formalize the report ofthe inter agency committee on residency training funding and poilcy. In addition, we noter the protrated delay in the relese of the release of the uniform template of appointment of resident doctor following the reseipt of the responses of NARD and other stakeholders serveral month age.
2. The delay in the issuance of a circular/clarfication on Teaching, Rural, Call Duty and other allowances as agreed during several meetings with governing agencies 
3. The failure of the Federal Government to onour the terms of agreement of an eariler MOU signed on 23th of October, 2013. In particular, the nonpayment of September 2013 salary for resident doctors nad December 2013 and January 2014 salary of the out gone House officers in Federal Medical Centre, Owerri -In addition, we are diemayed by the colur or nonexistant process of reintegrating our members into  the IPMS platfrom
4. Failure  of the government to keep to terms of the agreements signed with doctors. This included the recent move to deny doctors skipping of CONMESS 2 contrary to two memorande of understanding (MDU) signed on 16th December 2013 and 2nd January 2014. In addition, not only has the government failed to implement and circular on the correction of anomalies in the 2009 CONMESS circular dated 3rd January 2014. It is on the verge of eroding the relativity restored by the recent restification. This attempt is manifest from all the agreements signed with other health workers
RESOLUTIONS 
After exhaustive deliberation on the issues highlighted above, the OGM resolved as follows 
1. That the Federal Government through the Federal Ministry of Health should as a matter of urgency take all necessary steps towards formailizing the report of the interagency committee on residency training. Furthermore, ther uniform template on appointment of resident should be released in line with eariler agreements to ensure uniformity and reduce the frequent crisis wherefrom.
2. That the government through the National Salaries, income and wages commission (NSIWC) should in line with eariler agreements issue out the circular on the allowances. Moreover, NAND shell not accept the removal of teaching allowance to any category of our members should the circulars be issued.
3. that in the interst of hermony in Federal Medical Centre, Owerri the reintegration of our members back into the IPPIS platform
4. In line with agreements reached government must implecment all MOUs and drculars regarding skipping of CONMESS 2 and rectification O2 the anomalies in the 2009 CONMESS circular reflected in the Circular of 2nd Januuary 2014Sequel to above, NARD here by given the Government up to the end of JUNe 2014 to resolve these issues, otherwise our assication may have no option than to withdraw our services from the 3th of July. In furtherance to this, our member shall withdraw services for a days starting from 2nd june 2014. Similary, NARD will commance and Immediate and Indefinite withdraw of service should the government erode the relativity restored in the C rcular of January 3rd 2014
In addition, NARD hereby fully endorses the total and in definite withdrawal of services in PMC Owerri starting from 28th May 2014 as communicated eariler to the government.
Meanwhile, Centres where service are withdrawn should sustain their action until resolution of issues or nationwide action ensues. 
We therefore call on all well meaning Nigerias and the general public to appeal to the FG and relevant authorities to act promptly and evert this looming cirsis.
