Meeting started by 5.13pm.

Sen.Anyim pius OSGF chaired the meeting,he thanked NARD/NMA teams present. He explained that the meeting started late because of the bomb blast incidence that occurred in wuse 2, FG now has created a committee to review all the issue within the health sector,the yahaya committee.

 

He said the committee has started gathering information & progress will be made soon. He pleaded that we give FG some time.

NMA: responded by saying all their demand is documented in the communique written on 10th June and that was NMA position which is sacrosanct. He summarized by saying the minimum requirements to sustaining peace in the health sector and prevent anarchy and emminent collapse will be to comply.www.medicalworldnigeria.com

 

Issues discussed are

1.Post of DCMAC

NMA position : it is a no go area, NMA is in support that the office stays

FG position: clear denial of abolishing the position,claims It was just temporarily suspended, awaiting the yahaya report

 

2. Appointment of Director:

NMA/NARD:the consequence of the appointmenting director to JOHESU has started generating chaos and the chain of command in

the hospital have been distorted e.g UCH lab. A reversal must be done immediately

FG: this matter should be referred to the presidential committee yahaya

 

3.NMA/NARD: Conmess 2 Skipping is a must since skipping was done for other members

FG: skipping has been appealed so status quo should be maintained.

NMA: replied that as long as JOHESU have been skipped,its a must for doctors in Conmess 2 to be skipped in accordance with the SIGNED document for FG.

 

4.The name Consultant in hospital settings :

NMA: as stated in the early communique, 

FG: Says the Yahaya committee should handle that matter and there is an appeal in court. FG is pleading that NMA waits patiently for the court ruling.

 

5.NMA : insist relativity is sacrosanct in the event of adjustment of salaries of other health unions and the 3rd January circular must be implemented.

FG: promised that it will be implemented as agreed within this budget year.

 

6.On NHIS:

NMA: National Health Bill must be passed & coverage must be 100%

FG:Explained that the National Assembly are responsible for the delay and Government Will ensure its passage

 

7. Surgeon-General:

NMA says the GEJ must make a proclamation on the matter and NMA will not shift ground on it.

FG: says that it is a constitution matter, the national assembly must be involved and not a presidential proclaimation

 

8.Entry point of H/O

NMA: should be corrected to Con 1 step 4 & registrars Con 3 step 3

FG: explained that the issue will be resolved but the parent ministry and NSWIC should be contacted. Pleaded for some time

 

9,10,11,Clinical duty,specialist,Hazard,rural,& teaching allowance for NMA decision have been deposited and no going back, www.medicalworldnigeria.com

FG: says it means that NMA is asking for a re-negotiation of the salaries this may affect the current negotiation of conmess.

 

CBN Circular:

NMA: informed FG that the act of establishing MLSCN never mandate licence for importation of in-vitro diagnostics,yet CBN gave approval & after investigation it was discovered that NAFDAC has the sole responsibility to do this function. Though NMA will be visiting the CBN about the matter on Thursday 26th June 2014. NMA insist that it must be reversed

FG: appeared shocked about the findings and ministry claimed that they were not aware and promised to investigate.

 

15,16,17,18 Funding for residency training & other NARD matters

NARD:Expressed its disappointment with the ministry,Over the Uniform Template for Residency.NARD reminded FG of the promise by ministry to a release a circular to CMDS 3months ago which have not be done till date. He insisted that funding has come to stay and NARD will ensure that all its demand are meet to the last one.

FG: Responded by saying that the Head of Civil service of the Federation & Mini.of Health must ensure that the circular on the Universal template must be released within 48hrs,Ministry of Health however said that the paper work for funding have been sent to Mr President Jonathan & the matter will be resolved soon

 

FMC Owerri:

NARD: reacted by saying it can no longer accept the endless circle of incomplete salary payment to our members and a situation were members will suffer because of the inaction of the ministry to bring CMDS to order. Dr.Jibril explained that he believes in the truth and would stand by it and NARD position is that every single doctor in FMC Owerri must be paid fully, NARD /NMA position is that FG must put to end the circle of victimization directed to H/O who are members of NARD as supported by the sagamu court judgement by agents of FG (CMDS) during strike period anything contrary to this will lead to a withdrawal of service, a position supported by NMA.

 

NARD equally asked for the reintegration of it members to IPPIS with immediate effect

FG: Labour minister chairing the meeting following the departure of OSGF, he stated quickly that all the matters will be handled and directed all relevant agencies to take note.

 

19.harrassment & assault of doctors:

NMA is disappointed that FMOH has not actedon the matter & views this position as a foundation for chaos, though on its own have mandated that affected affiliates seek legal redress over this matter. NMA also asked that a Trust fund be setup

FG : Explained that the national assembly Will need to be involved if the trust funds must be created. Labour minister, pleaded that NMA/ NARD suspend its STRIKE Action and an update meeting on Thursday 24/7/2014 by 4pm was fixed by FG.
