Institute of Public Analysts of Nigeria (IPAN): Membership and analytical Laboratory Registration and Training

The Institute of Public Analysts of Nigeria (IPAN) a parastatal under the Federal Ministry of Health, is the professional regulatory body of Public Analysts established by MAN Act CAP 1.16 LFN 2004 to train, examine, register Public Analysts and regulate their practice and analytical laboratories in Nigeria. 
 
1.0 NOTICEOF REMOVAL OF THE NAMES OF DEFAULTING MEMBERS FROM THE INSTITUTE'S REGISTER
The Governing Council of the Institute rose from its inaugural meeting with the appreciation that the pride of membership of a professional body goes with responsibility and commitment. It therefore came up with a resolution, directing the Secretary to Council/Acting Registrar to invoke the Section 6.6(c) of IPAN Act CAP. 116 LFN 2004, which states inter alias it shall be the duty of the Registrar to record the names of members of the Institute who ore in default for more than six months in the payment of annual subscriptions, and to take such action in relation thereto (including removal of the names of defaulters from the register) as the Council may direct or require." 
 
All defaulters are hereby given the grace of two (2) months, from the date of this publication, to pay their outstanding annual subscription or risk having their names published in the dailies as defaulters after which they will be de-listed. Whosoever has his/her name de-listed would not only have to re-apply but will have to go through re-admission process by writing the professional examination(s). 
 
2.0 MEMBERSHIP REGISTRATION 
IPAN Members/Public Analysts are spread across the country in public and private organizations, e.g. Federal and State Ministries, Departments and Agencies, Higher Institutions, Manufacturing Sectors. Standards and Regulatory bodies, Research Institute, Quality Control and Independent Laboratories, etc. Also, the Institute is in the process of the approval of the Scheme of Service for Public Analysts by the Federal Government. 
 
2.1 Qualification for Registration as a Public Analyst The minimum qualification for registration as a trainee (Student member) is a Bachelor's Degree or Higher National Diploma in some specified areas relevant to the practice of Public Analysis such as Biochemistry; Chemistry; Food Science and Technology; Industrial Chemistry; Laboratory Science and Technology; Microbiology; Pharmacy; etc. Candidates on national youth service are eligible to apply. 
 
2.2Professional Training and Examinations Due to the diversity of the functions of a Public Analyst, the Institute's Professional Examination programme is tailored to train and test the knowledge of trainees in the theory, principles and applications of practical analytical techniques applicable to laboratory analysis of consumer products. 
There are three levels of professional trainings, each level involves self-study using approved syllabus/materials and two sessions of pre-examination tutorials and is expected to be concluded with written examinations in September every year. Candidates who successfully complete the professional training/examinations are inducted and registered as members of the Institute and subsequently I ice nced to practice a s Public Analysts.
 
3.0 LABORATORY REGISTRATION 
Section 14 (2) 01 IPAN Act provides that a certificate issued under the hand of a registered member shall constitute sufficient evidence as to the validity of the contents in any court of law or tribunal provided that the laboratory where the analysis was effected has been designated, registered and fully licensed by the Institute of Public Analysts of Nigeria. 
 
IPAN has now intensified the nation-wide registration of ALL Analytical Laboratories used for third party/commercial analysis of consumer products in the country in order to ensure appropriate regulation, check unethical professional practices, improve clients' confidence on the competency of registered laboratories and eliminate incidences of quackery and issuance of fake certificates of analysis which have imparted negatively on national healthcare and the economy. 
 
Following the review of this registration exercise, only successfully registered analytical laboratories would be issued a Certificate of Registration of Laboratory and duly licensed to carry out laboratory analysis within a specified scope. To guide against fake certificates of analysis, IPAN registered analytical laboratories would be entitled to use a customised professional stamps (Seal) provided by the Institute to authenticate every certificate of analysis issued from such laboratory. 
 
All affected Analytical Laboratories that have not commenced their registration are required to do to as the Institute will periodically publish the Register of Licensed Analytical Laboratories and ensure that relevant standards and regulatory agencies will be adequately informed to jettison any analytical laboratory results/certificates of analysis without a Seal. 
 
4.0 LABORATORY TRAINING 
In accordance with its mandate, IPAN Laboratory Services Training Unit (ILSTU) has commenced its approved analytical laboratorytraining programmes. 
 
Target Participants, Training Mode and Venue The target participants are Public Analysts; IPAN Student Members; Laboratory staff of Federal & State owned analytical laboratories, Ministries, Departments & Agencies; Standards & Regulatory bodies; relevant Professionals and Consultants in consumer products and environmental analyses; Laboratory Technologists and Assistants of Tertiary Institutions' Laboratories, 0,A/QC Officers/Managers of Manufacturing Industries, Environment and Regulatory Officers and Laboratory Assessors who are ready to broaden their scientific knowledge and sharpen their analytical skills in-line with ISO 17025: 2005 standard. 
 
Each training session with a maximum number of fifteen (15) pre-registered participants involves hands-on training in theoretical and practical/bench work sessions and will hold at IPAN Analytical Laboratory, Yaba, Lagos. Group booking of participants by organisations are encouraged.
