BACKGROUND 
The National Malaria Elimination Programme is a Principal Recipient (PR) of the Global Fund (GF) Round 8 Phase 2 malaria grant titled, "Contributing to rapid and sustained scale-up of Malaria Control Interventions for Impact in Nigeria" for the public sector. The grant covers Five (5) Service Delivery Areas (SDAs): Prevention with LUNs, Prompt and Effective treatment with ACTs, Diagnosis, Behavioural Change Communication (BCC) and Health Systems Strengthening (HSS), and it is being implemented in 30 States of the Federation including the Federal Capital Territory (FCT). Twelve out of the 30 States are Sub-Recipients to NMEP. 
NMEP as a PR of the GF procures and distributes antimalarial medicines and commodities to the above 30 States, and has also developed and rolled out a malaria commodity logistics system for effective management of antimalarial medicines and commodities. Consequent upon the above, NMEP intends to strengthen the PSM capacity of ten out of her twelve SR States, as well as data management for decision making, at the Central level through the recruitment of new PSM Officers. 
1) STATE LOGISTICS OFFICERS· BORNO, ENUGU, FCT, IMO, KADUNA, KWARA, LAGOS, OGUN, PLATEAU AND YOBE 
SCOPE OF WORK/SPECIFIC TASKS 
The Logistics Officer, whose desk will be in the Programme Management Unit (PMU) of the Global Fund Project, implemented by the Roll Back Malaria Division in the State of deployment, shall carry out the following activities. 
• Support and assist in the management of malaria commodities at the assigned State central medical stores and health facilities. 
• In collaboration with the NMEP and State health administration, support SCMS and health facilities toprepare and submit accurate and timely inventory and stock status reports and to ensure thatthe reports are used by the states to monitor and improve pro d u c t availability. 
• In collaboration with the States authorities, regional medical stores administration, provide general technical logistics support and prepare and implement action plans to address logistics management issues especially stock status data collection, organization and submission to identified offices. Maintain and regularly update a database of health commodity logistics data. 
• Conduct physical inventory of malaria commodities in the SCMS on monthly basis and send report to NMEP accordingly. In collaboration with PSM Officers at NMEP, ensure that delivery of health products from the FMS Lagos to the State Central medical stores are well coordinated as well as those at the health facilities. 
• Lead the coordination of malaria and related health products supplies to health facilities to ensure appropriate and timely refill of facility commodities requirements based on bi-monthly facility stock reports submitted by facilities. 
• Work in close collaboration with the distribution service providers to ensure that health commodities are distributed according to Good Distribution Practices and that records to track the movement of the commodities are kept in an updated manner and Assist the assigned States in the monitoring of the performance of engaged third party distributors of health products carry out monitoring and supervisory visits to health facilities in collaboration with State Officers. 
• Serve as a link between NMEP/FMoH, SMoH, GF implementing Partners, PMI Partners, and the State eMS to ensure commodities supplies to health facilities are seamless. 
• Advocate for good malaria commodities management practices in the assigned State in line with Malaria Commodity Logistics System (MCLS). 
• Provide technical assistance and strengthen the capacity of government personnel and other key malaria Programme 
• Stakeholders as appropriate in the management of malaria commodity supply, distribution and management in the assigned States. 
• Participate in forecasting and quantifying and procurement planning of health commodities and assist in facilitating PSM and malaria commodities bi-monthly review meetings, development of distribution plans and distribution of malaria commodities. 
• Write and submit monthly reports to NMEP and as the need arises. 
• Perform other duties as may be assigned. 
DELIVERABLES
• Monthly unventory report of health products in the assigned State.
• Bi-monthly Distribution plans for health products in the assigned State.
• Bi-monthly stock status report of stock on hand, receipts, losses/adjustment, consumption according to the malaria commodity logistics system after data aggtegation.
• Quaterly monitoring and supervisory visits reports of the assigned State.
• Report of PSM coordination meetings in the assigned State
• Performance evaluation reports of 3PLs in the assigned State.
QUALIFICATIONS/EXPERTISE REQUIRED 
• Bachelor's degree in health-related discipline, logistics management, business administration 
or any other related degree. 
• 3-5 years of professional experience in health programmes preferably in procurement and supply chain management environment. 
• Specific experience in malaria, HIV/AIDS, or TS programmes strongly desired. 
• Ability to form relationships and work closely with Central and State level Health authorities and partners. Demonstrated ability to monitor, supervise, and provide support to health facilities in supply chain activities. 
• Extensive knowledge of Nigeria public health sectors. 
• Strong analytical and problem solving skills. 
• Excellent technical writing and oral presentation skills are highly desired. 
• Ability to work as part of a team and to be self managing. 
• Knowledge of Microsoft office package such as excel, access, word, and powerpoint. 
• Willingness to travel extensively and to spend extended periods oftime in the field. 
PSM DATA OFFICER· NMEP ABUJA 
SCOPE OF WORKISPECII=IC TASKS 
The data officer, whOse desk will be at the PSM Branch of the NMEP, shall under the supervision of the PSM Specialist, and in collaboration with other PSM staff, carry out the following activities. 
• Collation of data, computation and analysis of the quantities of LUNs procured, received, and distributed by NMEP through mass campaign and routine channels based on data from proofs of deliveries. 
• Collation of data. computation and analysis of the quantities of ACTs procured, received, and distributed by NMEP up to the Health facilities based on data from proofs of deliveries. 
• Collation of data, computation and analysis of the quantities of RDTs and consumables procured. received, and distributed by NMEP up to the Health facilities based on data from proofs of deliveries. 
• Collation of data, computation and analysis of PSM data from the field for report writing. 
• Collation of data, computation and analysis ofPSM data from the States in line with the Malaria Commodity Logistics System (MCLS). 
• Carrying out of Market surveys on costs of non health products and updating the data base with the output. 
• Routine update of documents with current data such as procurement matrix, vendors list, etc. 
• Perform other duties as may be assigned. 
DELIVERABLES 
• Quarterly reconciliation report of all health products received and distributed within the quarter.
• Data repository of all received PSM data at the National and from States for easy retrieval. 
• Quarterly updated procurement matrix, Vendors' list etc. with current data. 
QUALIFICATIONS/EXPERTISE REQUIRED 
• HND or BSc. in Statistics or any other related field. 
• Ability to work effectively in a multi-disciplinary team with little or no supervision. 
• Excellent report writing skills. 
• Strong analytical and problem solving skills. 
• Ability to work as part of a team and to be self managing. 
• Knowledge and hands on experience with Microsoft office package such as excel, access, word, and powerpoint. 
• Previous experience working as a data officer/clerk would be an advantage. 
PERIOD OF ASSIGNMENT 
This assignment will be for an initial period that ends by 31st January, 2015 with possibility of renewal tied to satisfactory performance. Candidates ready to resume work immediately after interview will be given priority during final selection.
