Description
Position Summary: Pact seeks a Program Manager for a 5-year demand creation for essential medicines for the treatment of childhood illness project in Nigeria. The project will provide capacity development support and leadership of demand creation to increase the uptake of medicines that treat childhood illnesses. Main stakeholders will, include the National Essential Medicines Coordinating Mechanism (NEMCM), state and local government authorities in 4 states (Kebbi, Benue and 2 others to be determined),civil society organizations (CSOs) and Proprietary Patent Medicine Vendors (PPMVs). The Program Manager will collaborate with external partners operating a myriad of childhood illness programs. The program will include results-based financing. The Program Manager is responsible for meeting the project’s technical objectives, managing financial resources, managing program staff, maintaining good working relationships with host government officials and local partners, managing donor reporting and ensuring a high-quality delivery of services. The position is contingent upon successful award of the project. The Program Manager reports to the Country Director.
Specific Duties and Responsibilities:
Programming
• Ensure high-quality technical programming through hands-on guidance and support grounded in the project’s results framework and adhering to expected technical quality
and reporting requirements
• Manage all project planning responsibilities, including the production of annual work plans, guide and oversee the alignment of the budget to expected results, and review and approve annual budgets and quarterly reports
• Regularly coordinate and collaborate with external partners, including the donor, NEMCM, CSO partners, state and local governments, NAPPMED and other stakeholders such as the BBC Trust, Save the Children, RTI and CHAI.
Finance & Administration:
• Provide oversight for all administrative and financial operations at the regional office
• Maintain up to date understanding and adherence to Pact’s policies and procedures amongst all regional office staff
• Monitor progress against the budget and assure timely and high-quality monitoring and reporting of finances, focusing on performance
Human Resources:
• In cooperation with Pact HR, oversee the management and onboarding of state office staff to ensure a diverse, skilled and productive workforce and promote an organizational culture where Pact’s values are practiced
• Ensure levels of authority and responsibility are clearly defined, understood and followed within the project team
• Provide proper supervision and management for all direct reports.
• Ensure the proper implementation of Pact’s performance management system for direct reports. This can include: proactively addressing performance issues through regular, constructive and honest feedback and coaching and identifying necessary staff development for direct reports.
• Actively promote staff wellness by monitoring regional office organizational health and taking corrective actions as needed. Invest in consistent team building to increase cohesion between staff in all geographic areas of the country
• Along with the Security Coordinator, support the management of Security and Safety Administration by developing and updating a staff and asset security plan in line with the local context and in alignment with Pact Nigeria/DC security guidance; keeping key Pact staff abreast of any security issues, as they arise
Qualifications:
• Minimum MA and at least 5 years of relevant experience (or equivalent) in Childhood illnesses, and other child related wellness and well being activities including but not limited to treatment, protection and care for children, Orphan and Vulnerable children support, child nutrition and related areas of child support in Nigeria
• Demonstrated interpersonal, team building and communication skills;
• Excellent representational skills and building of rapport with state government and agencies international and national donors, international, national and local NGOs, etc.
• Experience in capacity building for state and non-state partners
• Strong project management experience including running projects in multiple states in Nigeria
• Ability to manage complex interwoven activities, and move a project towards its goals;
• Strong budgeting experience, especially in performance based management
• Strong analytic and critical understanding;
• Excellent organization and planning skills;
• Ability to travel regularly and at short notice to sometimes challenging settings within Nigeria.
Education and Experience Requirements:
• Knowledge and understanding of the social welfare systems in Nigeria in particular health sector in Nigeria, specifically Pneumonia and Diarrhea as well as other Childhood illness.
• Advanced degree (minimum Master’s or equivalent experience) in social science, public health, or other relevant field preferred;
• Minimum 5 years’ experience in program management in Nigeria required;
• Experience managing Foundation funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries;
• Fluency in English required; with proficiency in Hausa and other regional Nigerian languages preferred.
• Financial planning skills including pipeline analysis, analysis of burn rate and ensuring compliance with donor financial & contractual regulations
• Experience setting up multiple field offices

Summary: The Pricing Officer’s main role is to provide pricing support for donor solicitations through hands-on development/creation and review of pricing models and documentation for proposal opportunities of various sizes and complexities. The Pricing Officer works closely with staff at headquarters and in the field to ensure compliance and the generation of high quality cost and pricing proposals for Pact’s projects around the world. The Pricing Officer will also develop pricing strategies by performing cost analysis.
The Pricing Officer reports to a Finance Manager
Specific Duties:
• Provide support for bid/no-bid decisions, analyzing solicitations and participating in bid review and gate review meetings, with the aim to support the development of competitive pricing strategies.
• Ensure efficient layout, development, and production of compliant budgets, including cost models/templates, formats, and pricing rationale in accordance with solicitation instructions, technical approach, corporate policies and CAS/FAR requirements. Work with country offices (finance and technical teams) and proposal managers to develop or support the development of budget and budget notes based on capacity/availability/skill level of country office staff.
• Develop, modify, and customize budget checklists and other templates to ensure all internal and external cost/pricing requirements are met.
• Follow up with international/domestic program, technical and financial staff to obtain and/or verify financial and budget information to ensure quality of complex budgeting models.
• Collaborate with different departments to ensure that budgets and budget notes provide a donor-oriented high quality pricing proposal and also properly interface with our internal financial and accounting systems.
• Identify pricing solutions through cost/benefit analysis of different scenarios or best practices to inform/propose to the cost proposal team through collaboration with program and technical staff at HQ and overseas.
• Perform finance review of the cost proposals (budget and budget notes) and identify preliminary costing/pricing requirements before the budget process starts through collaboration with program and technical staff at HQ and overseas.
• Coordinate with proposal managers/technical staff to ensure required cost data is thorough, accurate, and submitted on schedule.
• Interface/coordinate with subcontractors to ensure budgets received are reasonable, realistic, and, in collaboration with proposal managers, that the budgets are compliant with donor’s requirements and the technical approach.
• Conduct final cost review with senior management prior to submission of proposals.
• May assist on assembly, final production, and quality control of pricing proposals.
• Work closely with Finance Operations and Agreement Management to set up the most adequate billing methodologies and assure full cost recovery throughout project execution.
• Prepare cash flow analysis when needed, with the focus on analyzing payment schedule and working capital needs.
• Gather and analyze project historical data and information on price competitiveness for use in the development of competitive cost estimates and proposals.
• Provide Finance support in development of cost-related responses to post-submission donor questions/requests for revision. May act as primary interface with donors or government agencies regarding proposal reviews.
• May perform peer reviews of proposals.
• Provide assistance and guidance to lower level Cost/Pricing Specialists, Proposal Coordinators and country office finance staff.
• Maintain archive of electronic cost proposal files.
• Provide training and constant mentoring to the proposal and country office finance teams regarding budgeting and financial analysis.
• When necessary, travel internationally to assist the country offices budgeting teams with budget preparation (understanding the activities to be undertaken on the project and the resources involved, and collecting local data and quotes).
• Oversee international staff capacity building in relation to the budget development, traveling to the country offices when necessary.
• Performs other duties as assigned
Minimum Qualifications:
• BA and at least 6 years of relevant experience (or equivalent)
• Experience in estimating and pricing mid- to large-size contracting mechanisms for USAID and non-USAID projects
• Ability and willingness to travel internationally up to 30%
Preference for:
• MBA
• Skill in general accounting including budgeting and financial analysis, as well as the proven ability to handle financial and quantitative information with accuracy, precision, and confidentiality
• In depth understanding of DBA, FAR, and CAS as well as working knowledge of GAAP and federal award regulations (OMB Circulars A-122, A-133), as well as fund and project accounting experience
• Deep knowledge of Excel and working knowledge of QuickBooks, ACCPAC, SUN, and/or Vision Excel
• Proven experience in using technology and research skills to problem solve.
• Progressive experience in an international nonprofit environment
• Overseas work experience a plus
• Fluent English and proficiency in another language
