Essential Duties and Responsibilities

  • Work with the Chief Executive Officer and other peers to design and develop sound program and project proposals in current sectors, and develop new sectors where appropriate.
  • Provide direct technical assistance, in collaboration with program support and state coordination units to health care facilities supported by the organization such assistance might include training of staff, database development, facilitation and improvement of community linkages, enhancing laboratory support, for patient flow analysis, development or improvement of referral systems, improvement of pharmacy care services etc.
  • Assist the Chief Executive Officer in reviewing all program/project proposals to ensure technical compliance and consistency with organizational program principles and donor funding criteria.
  • Assist the Chief Executive Officer and other senior management in assessing technical and other relevant capacities of implementing partners and supported organizations in carrying out planned program activities.
  • Supervise sector managers (AP3, HIV CoT, HTS/Prevention and KP) and provide assistance to successfully implement current programs, ensure consistency with strategic and annual plans, and further develop and integrate these sectors where appropriate.
  • Review program/project narrative and related financial reports submitted by program managers, share feedback with Director, Clinical Services and concerned sectors/partners, and initiate appropriate/necessarily follow up action recommended or warranted by monitoring reports.
  • Help build capacity of program staff to better implement their roles in the technical planning, management and evaluation of HIV/AIDS and other health programs;
  • Help guide the development or refinement of materials related to HIV/AIDS care and treatment, including guidelines, protocols, algorithms, training materials and monitoring and evaluation tools;
  • Serve as a resource in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS;
  • Inspire team to perform or out-perform by aligning team goals, roles, responsibilities, and work output to the broader vision/mission/strategy and strategic goals of the organization and donor partners.
  • Work collaboratively with Director, Supply Chain Management and other peers to align cross-department goals and objectives, as and where appropriate.
  • Specifically lead development and/or updating of departmental standard operating procedures (SOPs).
  • Where appropriate, provide executive summary status reports and presentations on in-development or completed projects including periodic executive summary reports on program activities, budget and status.
  • Oversees direct reports and their work to ensure appropriate, thorough implementation plans are completed and implementation activities are undertaken (includes communication, training & development, systems upgrade or modifications, new or enhanced reporting tools and mechanisms, job aids, updates to existing project guidelines, etc.)
  • Conduct regular field visits to field program sites and activities on a regular basis to review overall status of program implementation.

Qualifications

  • A Postgraduate Degree in Medicine or Master’s Degree in Public Health.
  • In addition, the post holder must possess at least 14 years’ post NYSC experience in running/implementing public health programs preferably in the NGO context with at least 8 of those years in senior management level.
  • At least 5 years working knowledge of the PEPFAR/CDC HIV programing in Nigeria .
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other grant funders);
  • Ability to analyze information, evaluate options and to think and plan strategically;
  • An in depth understanding of national and international development issues in particular in relation to reproductive health and HIV/AIDS;
  • Previous experience in managing and developing a team and the ability to lead, motivate and develop others; excellent interpersonal, communication and presentation skills; fluency in written and spoken English;
  • Commitment to and understanding of the organization’s aims, values and principles including rights-based approaches.
  • Proven track record/abilities to manage large-scale, cross-functional business process improvement strategies, plans, activities and teams.
  • Expert knowledge of best-practice project management and change management methodologies, tools and techniques.
  • Exceptional analytical and problem-solving skills, as evidenced through previous work experience and results achieved; capable of effective and efficient development, management and tracking of large-scale projects.
  • Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external partners/stakeholders.
  • Excellent leadership skills; can manage larger-scale teams, develop individual skills and abilities, while driving teams to meet or exceed targets & goals.
  • Willingness to commit the next 5 years to the origination in this position will be an added advantage
  • History of loyalty and trust with proven integrity and ability to manage confidential information
