We are recruiting to fill the position of:
Job Title: NTD Project Director (AOLFEIN)
Location: Nigeria
Responsibilities
Project Management:
- Lead the strategic project implementation and ensure that project targets are achieved as per the annual work plan.
- Provide high level technical support to the Ministry of Health and partners, manage and support project managers and finance staff to ensure effective, timely and quality project delivery.
- Proactively manage and mitigate project issues, monitor project progress and strengthen the quality of projects in supported states.
- Work with the Monitoring, Evaluation, Accountability & Learning (MEAL) team to set up of mechanisms for knowledge gathering, analysis and dissemination internally and externally.
- Work with project and finance teams to track expenditure against project forecast and targets.
- Coordinate the development of research proposals, impact assessment protocols for Preventive Chemotherapy-NTDs (PC-NTDs), and Terms of Reference for operational research studies that require ethical clearance request.
- Plan and conduct project-specific advocacy at the state levels in consultation with the Country Director.
- Undertake other activities necessary to achieve the overall purpose of the position, including support to the wider NTDs team in Nigeria.
- Coordinate with project team on a technical level to harmonize data reporting as needed by donors and the country NTDs team.
Staff Management and Leadership:
- Lead and manage the project team for effective project delivery.
- Oversee capacity development of all project staff, including partner staff, to ensure quality implementation and reporting.
- Mentor, supervise, motivate and coach project staff in line with CBM management system.
- Act as a role model for overcoming challenges and delivering against commitments and plans.
- Hold people accountable for their performance.
- Ensure performance measurement for project staff and their teams/staff development plans implemented.
- Maintains consistency and effective performance despite pressures and changes.
- Invest in team building and ensure team cohesion as well as encourage high team performance
- Ensure that direct reports deliver on their respective targets and objectives.
Project Finance Management:
- With overall responsibility for the management of the project budget, ensure project operations are in compliance with principles of accountability and transparency.
- Ensure finance and project functions are aligned for effective operations by collaborating closely with the project finance manager and country finance manager.
- Ensure budget holders at the national and state level are actively monitoring and reviewing budgets and addressing issues promptly.
- Ensure partner expenditure is in line with approved project activities and forecast.
- Critically review all concept notes and project proposals submitted for funding opportunities.
Qualifications
- Master’s degree (or equivalent) in, Public Health, Parasitology, Epidemiology, International Development, Social Sciences or Biological Sciences.
- Minimum of 15 years with an international development agency in a similar role, preferably with solid experience in NTDs.
- Far-reaching working experience in an INGO/NGO environment with significant background in a senior management/leadership position with proven track record of complex project management at country level.
- Demonstrated experience working with Ministries of Health; ability to develop and maintain productive relationships with key stakeholders within the ministries.
- Experience in setting up new projects and building progressive momentum to achieve project objectives.
- Extensive experience in project management, budget development and monitoring, and resource management.
- Experience in solving complex issues through analysis, definition of a clear way forward and ensuring stakeholder buy-in.
- Experience in advocacy, research, impact assessment, partnership development and resource mobilisation.
- Well-developed analytical and complex problem-solving skills, with a solution-based approach.
- Experience-driven knowledge of the development sector and critical cross-cutting themes such as gender mainstreaming, inclusion, and advocacy.
- Result oriented and proven track record of delivering impact at scale.
- Ability to prioritize and manage demanding workloads.
- Ability to present complex information in a succinct and compelling manner.
- Excellent communication (both verbal and written) and presentation skills.
- Highly developed interpersonal skills including influencing, negotiation and coaching.
- Highly organized, with an appreciation of meeting reporting commitments.
- Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work.
- Fluency in English.
- Identification with CBM’s mandates and values.
