Job Title: Nursing Activity Manager

Location: Jahun, Jigawa

Main Purpose

  • Define, organize, implement and follow-up all care and nursing related activities in the project, ensuring the daily management of the human resources as well as the implementation of the MSF nursing protocols, in order to warrant efficiency , quality and continuity of prescribed care.

 

Job Description

  • Plan and organize all nursing related activities (ICU, NBU, VVF, OT, IPC, Mental health, Physiotherapy), its organization design and sizing and participates in the definition and update of its associated budget in order to efficiently maintain the continuity of the healthcare at the standard quality levels.
  • Supervising the departments and team under his/her responsibility (ICU, NBU, VVF, OT, Anesthesia, Mental health, Physiotherapy, and IPC) and following up unit activities with the supervisors. Participating in rounds, attending meetings and facilitating collaborations.
  • Directly manage and ensure the smooth running of Mental health activities across the project and Physiotherapy activities, share development and challenges with individual referents.
  • Ensuring high quality nursing care, proper functioning of the hospital and the continuity of general medical care provided for patients according to MSF Nursing Guidelines, standards and protocols.
  • Defining nursing objectives, developing/updating nursing guidelines and protocols. Ensuring the respect of patient interest and autonomy and the proper implementation and adherence to MSF protocols, standards and procedures.
  • Coordinating with logistics and the Hospital Facilities Manager to ensure that the infrastructure is maintained in good condition, non-food items are tracked and maintained and transfer systems in the hospital are organized (e.g. patients and medicines) ensuring appropriate staff and support equipment.
  • Ensuring efficient management of the pharmacy (ensuring the weekly orders are done to minimize exceptional orders, managing expired items and regular inventories), and the availability, correct use and maintenance of medical supplies, equipment and ward premises.
  • Contributing in planning associated processes (recruitment, training, evaluation, potential detection, motivation, development and communication) of the nursing staff of the project and other staff under his/her responsibility, in order to ensure having the appropriate team in terms of size, capabilities and skills.
  • Ensuring proper and timely data collection from supervisors and assists in the analysis of monthly data for inpatient and outpatient departments. Prepares the monthly nursing and hygiene SitReps. Reviewing all nursing incident reports and intervenes when necessary.
  • Regularly auditing and ensuring the maintenance of and adherence to infection control standards within the health facility. Keeping a safe hospital environment, intervening and alerting the Medical Coordinator in case of security incidents and hygiene concerns in the hospital.
  • May be responsible for scheduling/ or supporting the supervisors in writing the duty rosters, shifts and on call of nursing staff.
  • In accordance with medical prescriptions and according to protocols in force, supervise the distribution of drugs and equipment as well as training the nursing staff, to ensure a rationale use of both.
  • Be responsible for the surveillance of patients in wards and train nursing staff on Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, informing them regularly about their health state and responding to their questions.
  • In close coordination with the logistics/laboratory manager, supervise laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.
  • In coordination with the logistic hospital manager and biomedical technician supervising the appropriate use of medical devices, and anticipating and communicating future needs.

Ensure the quality of the general nursing care provided in MSF facilities:

 

  • Ensures that supervisors promote the adherence to MSF nursing protocols for all MSF supported facilities.
  • Ensures that the department supervisors maintain the quality of patient care through a quality improvement approach.
  • Ensure that in conjunction with the Hygiene supervisor the quality of hygiene within the hospital adheres to standard.
  • In collaboration with the data manager ensures that correct data is collected in all supported facilities and provided to MTL.
  • Ensure that the supervisors maintain a safe working environment for staff and patients.
  • In close collaboration with MAM coordinate Mass casualty response when the need arise.

Assist the supervisors to manage the relevant human resources in collaboration with administrator pertaining to staffing, training and mentoring, staff development and motivation, and design SOP according to needs to improve clinical skills and maintain quality of care (in collaboration with the MAM/MTL):

  • Management of monthly rosters in conjunction with supervisors.
  • Supervision of annual leave to ensure appropriate staffing according to the needs of the program.
  • Ensure adherence to HR procedures (annual leaves, overtime, rosters and internal regulations, etc.).
  • Ensure appropriate orientation for new staff by departmental supervisors.
  • Revise job descriptions as necessary.
  • Facilitate training and mentoring the protocols and clinical skills.
  • Plan and put in place meetings and trainings in the wards (with supervisors).
  • Conduct evaluation of the supervisors and support the supervisor to evaluate their staff after probation periods and then annually.
  • Supervise staff development, including identification of staff for potential careers within MSF; support supervisors in order to increase their skills in management: team building, leadership styles, communication, delegation, constructive criticism, and conflict management.
  • In collaboration with Admin/ HR manager at the project, participate in the recruitment process for the relevant staffs, maintain a casual worker pool of nursing staff to ensure the availability of sufficient and suitably skilled staff for internal staffing and emergent situations in other areas:
  • Recruitment of new staff and maintenance of the daily worker pool to provide sufficient staff with appropriate skills to cover short-term vacancies in hospital staffing.
  • Develop a pool of nursing staff with appropriate skills to allow an emergency response during the peak season.

Supervision of hygiene and its components as well as the infection control supervisor:

 

  • Works with the hygiene supervisor to ensure that MSF standards are maintained in all the supported facilities
  • Ensures that the hygiene committee functions in accordance with policies and guidelines of MSF
  • Supervise activities in kitchen in collaboration with MoH and logistics.

 

Co-ordination of national staff vaccinations:

  • Ensures that the chronogram for staff vaccination is followed with MTL/MAM.

Promote coordination between all departmental supervisors, plan and participate in planned department meetings:

 

  • Ensures that departmental meetings are conducted professionally.
  • Work with supervisors to analyze relevant situations in all departments.
  • Plans supervisor meetings.
  • Participates in unifying work schedules for all departments.
  • Actively participate in the blood transfusion committee.
  • Work with the Maternity Manager to ensure that important messages and training are passed to all staff
  • Contributes to defining operational objectives with MTL, PC, and administration.

Be the focal point for MoH staff in the units:

  • Ensure good collaboration and communication with MoH Management team.
  • Collaboration with Admin/HR about MoH staff incentives payment.
  • Be the focal point for hospital logistic request / supplies. Participate in energy committee rounds as scheduled by the logistics team.

Report any security issues (potential risk to patients and staff) to the PC and MTL:

Requirements

Education:

  • Essential nursing diploma for general or specialized health services; specialization or training in tropical medicine would be an asset.

 

Experience:

  • Essential working experience of at least two years in nursing activities related jobs.
  • Minimum one year experience as supervisor in an MSF project.

 

Languages:

  • Mission language essential. Local language desirable.

 

Knowledge:

  • Computer literate
  • Excellent writing and communications skills at influencing level

 

Remuneration

  • According to MSF salary scale plus 13th month allowance equivalent to 1 month of gross salary.
