Summary

  • The U.S. Mission in Abuja, Nigeria, is seeking eligible and qualified applicants for three Project Management Specialist (Activity Manager - Health) positions.

 

Duties

  • The Project Management Specialist (Foreign Assistance) is a technical leader in areas such as Disease Control (HIV, TB, Malaria), Global Health Security, Maternal and Child Health, or Nutrition.
  • This role serves as a resource in strategic planning, program and activity design, budgeting, implementation, monitoring, and evaluation of the Department of State (DoS) Assistance programs and related projects.
  • The job holder is responsible for the administration of DoS assistance projects through various foreign assistance mechanisms, ensuring that U.S. Government (USG) project objectives are achieved in line with financial, timeline, and regulatory standards.
  • The position may serve as the designated or alternate USG representative for the oversight and management of implementing mechanisms and activities, such as Contracting/Grants/Agreement Officer’s Representative (COR/GOR/AOR), Alternate COR/GOR/AOR, and/or Activity Manager.
  • The primary goal of this position is the successful implementation of DoS Assistance Program projects and activities.

 

Requirements

Education:

  • A Bachelor's degree in Public Health, Epidemiology, Global Health, Infectious Disease, or Nutrition is required.

 

Experience:

  • A minimum of five (5) years of professional work experience in Disease Control (HIV, TB, Malaria), Global Health Security, Maternal and Child Health, or Nutrition is required.
  • At least one year must involve relevant experience implementing USG assistance programs, projects, or activities.

 

Job Knowledge:

  • Advanced knowledge of program and project management processes, contracting, procurement, funding practices, and foreign assistance implementation mechanisms.
  • Advanced understanding of financial regulations, procedures, and practices.
  • In-depth knowledge of the host country’s government institutions, bureaucratic processes, and relevant laws and regulations.
  • Strong background in research and analytical methods related to the assigned health program area.
  • Good knowledge of the legal framework governing grants and project management in the host country.
  • Solid understanding of the host country’s health sector.

 

Skills and Abilities:

  • Ability to interpret technical requirements, recommend changes, monitor project execution, evaluate implementing partners, review invoices, and inspect project deliverables.
  • Strong written and oral communication skills; ability to operate effectively in a bilingual environment.
  • Ability to build and maintain professional relationships at various levels with host government institutions.
  • Proficiency in financial analysis, budget preparation, and maintaining financial accountability.
  • Proficient in Microsoft Office, Gmail, and Google Suite or equivalent tools for communication, documentation, and presentations.

 

Salary

USD 47,187 / Year.
