Job Title: Project Pharmacy Manager

Location: Ganjuwa, Bauchi

Scope of Responsibilities and Accountabilities

  • Defining, coordinating and monitoring all pharmacy-related activities in the project area including management of staff, according to MSF protocols, standards and procedures and the mission’s pharmacist and Medical Coordinator’s guidelines, to ensure the proper management and supply of drugs and medical devices
  • Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
  • Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff to ensure the quality of the service provided to the population, including pharmaco vigilance in case of need.
  • Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)
  • Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within the project area, to guarantee good control and up-to-date data of stock levels and avoid expiries, overstocks and stock outs. Reporting on drug consumption and medical devices dispensed according to protocols, informing on unusual patterns.
  • Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodent control, etc.), and that classification and organization of medicines and medical materials meet MSF protocols.
  • Ensuring the collection of data for monitoring and surveillance of optimal quantity & quality of medicine use. Supporting activities at the service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow-up of pharmaceutical care plans, patient counselling, good dispensing practices and safe medication practices.
  • Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, to ensure the strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.
  • To define, if needed, training opportunities for the medical staff.
  • Carrying out all the reporting tasks associated with his/her field of action and responsibility, ensuring its consistency and accuracy, to support the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under with coordination supply team and mission pharmacist during peak times and emergencies.
  • Participate in preparing Quarterly Orders (QO), Plan Of Action (POA), and International Medical Order (IMO) with the mission pharmacist.
  • Collaborate with the pharma supervisor for close and better support. Ensure pharmacy supervisor and storekeeper have proper knowledge about Isystock, Medorder and all pharmacy tools in use and pharmacy stock management. Provide training on pharmacy stock management in general, supervision in EUU, consumption follow-up, good dispensing practice and use of daily, weekly, and monthly consumption sheets in all the departments and cold chain management.
  • Managing staff health in collaboration with the Project Medical Referent (PMR).
  • Collaborate with the medical team closely for good implementation of the new activities.
  • Ensure the availability of stock in the project especially for critical items (therapeutic food ), and to inform the PMR and mission pharmacist about all stock-related concerns (shortage, risk of shortage, over stocks, pre-expired, ..).
  • Support and participate in all drug and medical material supply processes and facilitate the correct transport/storage procedures, to ensure the availability of stock in the Bauchi project and avoid expiries, stock-outs and overstocks.
  • Pharmacy stocks are efficiently managed at all levels (Central and intermediate Pharmacies) in the Bauchi Project.
  • Make regular technical supervision of ender-user units to ensure appropriate follow-up of activities and give the support needed by the ender-user units.
  • Follow up on monthly consumption of critical items and analysis.
  • Follow up on the use of controlled drugs in the Bauchi Project and ensure the collection of data.
  • Ensuring Good Storage Practices (GSP) and Good Distribution Practices (GDP) at all levels (Central Pharmacy, Intermediate Pharmacy, ender-user units) in the Bauchi Project.
  • Monitoring the rational use of medicines especially antibiotics at the Project level.

Minimum Requirements

  • Pharmacy Degree (or equivalent 4-5 years diploma according to the country of origin of the pharmacist)
  • Minimum of 2 years working experience as a Pharmacist
  • Experience in MSF or other NGOs in developing countries is essential
  • Mission language, English essential; Local working language desirable
  • Essential computer literacy (word, excel and internet)
