ON THE MATTER OF APPOINTMENT OF THE REGISTRAR/CHIEF EXECUTIVE OF THE RADIOGRAPHERS REGISTRATION BOARD OF NIGERIA (RRBN)

The Association of Radiographers of Nigeria (ARN), following a duly convened meeting of its Council held on 30th January 2026 in Kano and in conjunction with the Advisory/Radiography Stakeholders Committee, wishes to formally restate its position on the ongoing process relating to the appointment of the Registrar/Chief Executive of the Radiographers Registration Board of Nigeria (RRBN).

The Council of the Association and Advisory/Radiography Stakeholders Committee, unanimously reaffirmed its commitment to the rule of law, due process, and professional self-governance, as enshrined in the Radiographers (Registration, etc.) Act, Cap R1, Laws of the Federation of Nigeria (LFN) 2004.

Statutory Position
The enabling Act of the RRBN, particularly Section 7(1), clearly vests the power to appoint the Registrar/Secretary of the Board in the Governing Board of the RRBN, with mandatory institutional involvement of the Association of Radiographers of Nigeria. Any process conducted outside a duly constituted Governing Board is, with the greatest respect, inconsistent with the provisions of the Act.

Council Position
Accordingly, the Council of the Association:

  1. Unanimously ratified and endorsed the earlier letter (Appeal for the Constitution of the Governing Board of the Radiographers Registration Board of Nigeria (RRBN) and Request for Suspension of the Ongoing Recruitment Exercise for the Position of Registrar/Secretary of the Board) written by ARN to the Federal Ministry of Health and Social Welfare as the collective and official position of the Association, taken in good faith and in defense of the law.
  2. Strongly rejects any illegal/back-door, administrative, or extra-statutory screening, shortlisting, or appointment processes for the position of Registrar/Chief Executive of the RRBN that does not strictly comply with the enabling Act.
  3. Calls for the immediate inauguration of the Governing Board of the RRBN, to enable it lawfully discharge its statutory responsibilities, including the transparent appointment of a substantive Registrar/Chief Executive, especially as the tenure of the current Registrar draws to a close.
  4. Affirms that all actions taken by the Association on this matter are guided solely by the need to protect institutional integrity, professional autonomy, and public confidence in radiographic practice in Nigeria.

Public Interest and Professional Responsibility
The Association emphasizes that its position is not adversarial, nor directed at any individual or institution, but is driven purely by respect for the law and the long-term interest of the profession and the Nigerian health system.

The ARN remains committed to constructive engagement with government and all relevant stakeholders, while reserving its right to pursue all lawful means to prevent any action capable of undermining the statutory framework governing the Radiography profession.

Conclusion
The Association of Radiographers of Nigeria reiterates its unwavering belief that strong institutions are built on respect for enabling laws, transparency, and due process. It therefore calls on all stakeholders to support a lawful, inclusive, and credible process in the appointment of the Registrar/Chief Executive of the RRBN.
