Overall Job Functions

  • The Strategic Information Manager will provide oversight for all Monitoring and Evaluation and health informatics activities, ensure that program implementation is supported with quality data, and promote optimal process monitoring for technical strategies deployed across supported LGAs.
  • He/She will drive the conduct of monitoring and evaluation exercises across supported satellite LGAs and satellite offices in the state. He/She will support the deployment and implementation of appropriate mechanisms and use of national tools to ensure improved and sustained program wide data quality levels at a threshold of at least 99% across thematic areas and at least 99% data concurrence with NDR.
  • The candidate will produce monthly, quarterly, and annual monitoring and evaluation reports based on agreed indicators, that will guide decision making and program implementation, in addition to specific intensified weekly granular data and process monitoring reports presented with appropriate analytics and visuals.

Essential Duties and Responsibilities

  • Maintain and implement processes and systems to drive improvements in data quality across thematic areas in all supported sites including satellite locations.
  • Work with local implementing partners and satellite teams to support the establishment of appropriate monitoring systems for continuous quality improvement using up to date data.
  • Oversee the planning and implementation of monitoring and evaluation activities related to the development and reporting of high-quality service statistics across all projects to donors, internal and external stakeholders.
  • Coordination and management of all monitoring tool development and documentation enhancement procedures in the organization.
  • Establish best practices, standards, and a culture of data standard improvement at all supported entities with optimized use of all electronic reporting platforms including NOMIS, DHIS, and NDR.
  • Lead the organization’s partnership/collaboration with SACA and SMOH to facilitate the synergy and harmony between THE ORGANIZATION’S and Lagos state government monitoring and evaluation activities in with the one M and E principle.
  • Work with the state-level THE ORGANIZATION’S SI team and government counterparts to provide support and guidance on program evaluation activities and on US Government and Government of Nigeria reporting requirements for key evaluation program.
  • Support and work with state teams and local partners to support the correct implementation and use of National and process monitoring tools with adherence to c n complete, correct, and timely reporting.
  • Conduct routine monitoring visits to project sites, including leading the conduct of data quality assessments using GON and program specific tools.
  • Support development, reviews and preparation of monthly data bulletins, quarterly narrative reports, technical project reports and state M and E reports including state quarterly data validation reports.
  • Provide structured M and E performance reports and feedback using Key Performance indicators and dashboard for program monitoring with critical data flashpoints reflected using visuals.
  • Provide support to the sites in the focal states, including interacting with site program managers, SI focal persons, SI officers of SACA/SAPC, other implementing agencies and local research groups on data needs and ensure that these parties understand and can support these requirements.
  • Perform any other duties as assigned by Supervisor or his/her designate.

Qualifications

  • A First Degree in Statistics / Mathematics, Epidemiology, Public Health or related discipline;
  • A Master’s Degree in Management, Public Health, Statistics and related Science fields will be an advantage.
  • Minimum of seven years’ experience in handling Epidemiology, biostatistics, implementation research, and/or monitoring and evaluation programs.
  • Experience in HMIS and M&E in reproductive health or HIV/AIDS programs in developing countries
  • Experience working with local partners, including NGOs and CBOs and knowledge of the local context essential, familiarity with CDC/USG programs preferred particularly in Lagos state.
