One minute silence in honour of Dr Ambrose Anegbe
Service Delivery;
That service delivery has been difficult due to inadequate man power, particularly Resident Doctors, unavailability of consumables at point of care readily, difficult access to blood, blood products, other laboratory services, and personal protective equipment
Management claimed that this is because HODs are not exploring the available means of acquiring these consumables from the store
Employment;
That there is shortage of residents across all departments and that residents are being harassed for complaining of shortage of man power
That New residents are yet to resume even when the management promised that some would resume work by 1st February in Pediatrics and Ophthalmology departments while we expect advert for other departments
That management is now complaining of non availability of vacancy, since ARD resisted the illegal sack of 78 residents
That our members are not being promoted promptly as stipulated by the carrier pathway of residents in the civil service rule, especially with regards to immediate promotion to senior registrars after passing the Part One Examination
Remuneration;
That regrettably, House Officers who resumed work November 2015 have not received their November and December 2015 salaries
That December 2015 salary for other members have not been paid even when OAUTH Ife and ISTH Irrua have paid
that our previous salaries have only been percentages of full corrected salaries and never our full corrected salaries (skipping)
That relevant MDAs responsible for labour matters in the country have authorized all centers to start paying full corrected salaries (skipping) with arrears
That some CMDs including ours said they await another written directive from the Supervising Ministries and Departments before they start paying full corrected salaries (skipping) with arrears
That there is a technical problem with GIFMIS platform which has resulted in reduction of effective personnel allocations to MDAs for the month of January and so any center that paid the old rate (i.e the rate before January 2014 correction) as January 2016 salary, in spite of the problem, will be able to pay full corrected salary (skipping) when the problem with the platform is rectified with February salary
Pension;
That one month pension refund was paid with January salary and we are expecting the rest with December 2015, and February 2016 salaries
That our EXCO have been consistently in touch with the management, relevant ministries and other stake holders, with regards to the aforementioned conundrum
RESOLUTIONS:
The congress resolves as follows;
That we adopt the resolutions of the just concluded NARD NEC absolutely
That the EXCO should constructively deploy tactical advocacies capable of resolving our plight
That the general public, well wishers and our most respected clients (patients and patients’ relatives) be adequately informed of the ill fated situation in UCH Ibadan
That we write a strong worded letter to the management and relevant stake holders to assist in addressing all our grievances and pay all arrears of our emoluments on or before the 1st of March, 2016, including November and December 2015 salaries for House Officers, and December 2015 salary for other Residents with arrears of fully corrected salaries (skipping) to avert looming industrial disharmony in the hospital.
That we should not deprive our members of adequate ‘’seek off’’ when needed to allow us refresh and to forestall breakdown of members due to the colossal stress of duty. Those of us in staff clinic should kindly take note
That for improved service delivery, Chief Residents should itemize all consumables needed for our work and forward same to our respective HODs to request for them promptly
that as far as we are concerned and according to the civil service rules, residency training is a pensionable appointment and as such relevant deductions with accruable and complimentary contribution by the federal Government should commence immediately
In Conclusion, that the congress and the EXCO will tow the path of continued understanding, negotiations and advocacies with relevant stakeholders to resolve this unpleasant trend. However if all advocacies fail, strike action is a minimum very viable alternative that we are now sadly being pushed to explore
