Committee of Chief Medical Directors/ Medical Directors of Federal Tertiary Hospitals Annual General Meeting Communique

Preamble: 
The Committee of Chief Medical Directors/Medical Directors of Federal Tertiary Hospital Held its 76th regular meeting at NICON Luxury Hotel, Abuja on 21st and 22nd March 2016. The Hon. Minister of Health Prof. Isaac F. Adewole, The Hon. Minister of State for Health Dr. Osagie Ehanire, The Permanent Secretary, Federal Ministry of Health Dr. Amina Skamaki mni, The Director hospital Services, Federal Ministry of Health and other Directors of the Federal Ministry of Health were in attendance.
The Committee congratulates the Federal Government and in particular the Federal Ministry of Health on the recently concluded successful National Council on Health Meeting which took place at Sokoto from 7th to 11th 2016.
 
OBSERVATIONS
1. The Committee observed with commendation the renewed drive of the Federal Government to promote univeral access to healthcare.
2. The Committee obserced that there is dispatity in implementing skipping of grade levels by tertiary hospitals; this could be due to lack of provision of funds for effective implementation.
3. The Committee noted the renewed commitment of the Federal Government to the use of Public Private Partnership as a measure of sustainable healthcare financing in Nigeria.
4. The Committee noted the recent circular from the Federal Ministry of Health reiterating the "the no-work-no-pay" Policy of the Federal Government.
5. The Committee observed with sadness the continued strikes and threat of strikes by various Unions within the health sector that has denied Nigerians their right to health and is an obvious threat to universal Health coverage.
6. The Committee observed with dismay the new trend of violence being perpetrated by members of some Unions within the health sectors.
 
RECOMMENDATIONS
1. The Committee commends the effort of the Federal Government towards the renewed drive to promote universal access to health vare. This should however be matched by similar commitments of State and Local Governments.
2. The Committee recommends provision of adequate funds for uniform implementation of skipping of grade level by tertiary Hospitals.
3. The Committee recommends that the Federal Government should support the full entrenchment of public Private Partnership in Federal Tertiary Hospitals.
4. The Committee recommends full implementation of the "no-work-no-pay" rule as enshrined in the trade dispute act as this will curb the incessant strikes actions that have bedeviled the health sector.
4. The Committee recommedns that relevant sections of the laws should be invoked in the event of any act of lawlessness  and violence during strike actions within the hospital premises.
 
CONCLUSION
It is our sincere hop that the implementation of these recommendation will go a long way in assisting the Federal Governement to address the numerous cahllenges facing the Health Sector.
