COMMUNIQUE ISSUED A TWO·DAY MEETING OF SENIOR STAFF- ASSOCIATION OF UNIVERSITIES, TEACHING HOSPITALS, RESEARCH INSTITUTES AND ASSOCIATED INSTITUTIONS (SSAUTHRIAI) TEACHING/SPECIALIST HOSPITALS/FEDERAL MEDICAL CENTRES SECTOR HELD ON 24th AND 25th OF FEBRUARY, 2016, AT THE UNIVERSITY OF BENIN TEACHING HOSPITAL, BENIN·CITY, EDO STATE 2016 BUDGET PADDING AND ITS CRISES
Council observes with dismay the current issue of padding the 2016 budget and the complicity of many Ministries, Departments and Agencies of Government (MDAs), and therefore calls on government to properly investigate the immediate and remote causes of such economic crime with a view to sanctioning erring officials of the MDAs.
The Council after the meeting resolves as follows: .
EVALUATION OF MANAGEMENT SYSTEMS IN OUR TERTIARY HOSPITALS Council notes that the management system should be re-invigorated in such a way to bring in more effectiveness and efficiency to service delivery to clients in order to alleviate the sufferings they pass through when they attend our hospitals. Government budgetary allocation to health should be increased to a minimum of 15% recommended by World Health Organization (WHO) to provide the necessary infrastructure and equipment to enable workers discharge their duties effectively.
IMPLEMENTATION OF THE DEMANDS OF THE JOINT HEALTH SECTOR UNIONS (JOHESU)
The Council notes the intervention of the Honourable Minister of State for Labour and Employment in the issues that would have led to industrial strike action by the labour unions under the auspices of the Joint Health Sector Unions (JOHESU). One of the major reasons is that a particular professional group is unduly favoured at the expense of other team members. This is despicable and at variance with the universal practice of team work which will no longer be tolerated. However, it is hoped that government would put the necessary machinery in place within the time frame agreed upon to address the issues in dispute by issuing necessary circulars and calling for associated cost implication to meet the demands of JOHESU to avert the impending shut down of the Nation's Tertiary Hospitals.
OUTBREAK OF LASSAFEVER
We commend the efforts of Government in containing the spread of lassa fever in the country. We enjoin the Government to make concerted effort as witnessed during the outbreak of Ebola to strengthen our health facilities with necessary infrastructure to deal with such disease outbreaks. We also appeal to the public to be conscious of their environment, avoid incessant bush burning, and keep their environment clean and safe to make it uninhabitable to rodents and other vectors of diseases.
STATE OF THE NATION
Council observes with dismay the recent economic downturn in the country which continues to bring hardship on the citizenry as a result of the dwindling Oil prices in the international market and the shrinking 'of the nation's foreign reserves which has led to a free fall in the exchange rate of the Naira as compared to other international currencies. This hardship will be compounded by the recent hike in the tariff paid for the yet un-available power supply. We therefore call upon the Federal Government of Nigeria to introduce policies that will alleviate this suffering. We also encourage the Government to intensify efforts in the fight against corruption and which should by all means be extended to the health sector. "
