Communique issued at the end of a two day meeting of senior staff association of universities, teaching hospitals, research institutes and associated institutions (SSAUTHRAIAI), Teaching/ specialist hospitals/ Federal medical centers sector held on 11th and 12th of November 2015 at the federal medical center Bida, Niger State
The Council after the meeting resolves as follows:
APPOINTMENT OF MINISTERS AND PERMANENT SECRETARIES Council welcomes with delight the appointment of new ministers and permanent secretaries and in particular those appointed for the Federal Ministry of Health (FMOH). There are high expectations that this will herald the commencement of serious business of governance showing the policy direction of the Government towards the delivery of democratic dividends to the citizenry: While congratulating the newly appointed ministers, it is hoped that the new appointees will exercise their mandate without biasl favour for or against any particular professional group as it had always been in the sector. We advise an all encompassing administration with good labour relationships knowing the enormous responsibilities oftheir offices.
PENDING AGREEMENTS AND NEGOTIATION WITH GOVERNMENT
Council reiterates that government should settle down quickly to implement all agreements reached with the labour unions under the auspices of the Joint Health Sector Unions (JOHESU) and give expeditious and sincere attention to the issuance of circular to calm all restiveness and promote industrial harmony in the health sector.
PAYMENT OF PENDING ARREARS OF WORKERS
Council notes with gratitude the request by the Federal Government for the submission of claims in respect of all arrears ~o'uments and allowartces owed
Federal workers over the years. It is hoped that this compilation is geared towards the complete settlement of these arrears. Council therefore ca\\s on the Federal Government to quickly make these payments in order to ameliorate the sufferings of the workers.
PRIVATIZATION OF FEDERAL HEALTH INSTITUTIONS
Council observes with dismay the pockets of attempts partlcularly in the health institutions to privatize health services which are basically social services to the detriment of our members, Nigerian workers and the public in general. Council wishes to state that the outright sale of these hospitals will negate the purpose for which they were established in the first place and will only take the already expensive health care services out of the reach of majority of Nigerians, while the quality assurance of such services will be highly compromised due to profiteering. Council further notes that the current dismal performance of our hospitals is not due to lack of skilled manpower in specialized fields of medicine, but a result of massive corruption and mismanagement. We hereby advise government to consult exhaustively with all the appropriate stakeholders to chat a beneficial way forward on service improvement in the health sector.
USURPATION OF THE MANAGEMENT OF THE TEACHING HOSPITAL BY UNIVERSITY STAFF
Council observes that the management ofthe various hospitals i.e. positions of the Chief Medical Director and Chairman Medical Advisory Committee (CMD and
CMAC) had been wrongly taken over by the staff coming from affiliate Universities contrary to the government white paper which recommended that direct employees of the Hospitals should be the Chief Executive Officers (C.E.O) of the hospitals. It also observed that the membership of our various boards does not include workers of the various health institutions as a result of the Management style. Council therefore calls on Mr. President to reorganize the management system of the hospitals to make them more efficient in line with Act 463 LFN that set up the Hospitals.
NATIONAL SECURITY CHALLENGES
Council appreciates government's effort at containing security challenges nationwide but urges sustenance of increased efforts to complete containment of
such challenges while calling on all warring groups to toe the path of constructive dialogue with the federal government to halt the incessant waste of life and property.
BUILDING AND SUSTAINING CAPACITY IN TERTIARY HEALTH INSTITUTIONS
Council in session advocates increase and sustaining capacity building in terms of manpower training and re-training, equipmenUinfrastructural improvement to
achieve efficient service provision. We advocate for adequate provision of capacity building in the budget of the Teaching Hospitals, Federal Medical Centres and Specialist Hospitals.
