PREAMBLE
The Nigerian Medical Association (NMA) held its National Executive Council (NEC) Meeting tagged 'EKITI 2015' at the Adetiloye Hall of Fountain Hotel in Ado-Ekiti, Ekiti State from 1 st -6th December 2015. The theme of the meeting was "Roadmap towards attaining Universal Health Coverage in Nigeria:
The Sustainable Development Goals'. Dignitaries that graced the Opening Ceremony were H is Excellency Dr Ayodele F ayose , the Executive Governor of Ekiti State; Professor Akin Osibogun, the Representative of the Honourable Minister of Health; Aare Afe Babalola, the founder of Afe Babalola University; Representative of the Ewi of Ado-Ekiti,; Dr Simeon Ojo, the Honourable Commissioner for Health, Ekiti State; Dr S.I.B. Omotosho, the Chairman of the
House Committee on Health, Ekiti State House of Assembly; Dr Kolawole Ogundipe, the Chief Medical Director of Ekiti State University Teaching Hospital (EKSUTH); and Representatives of Nigerian Medical Doctors in America and United kingdom.
In his Keynote address, Professor Akin Osibogun proffered solutions towards the attainment of universal health coverage (UHC) in Nigeria, namely improvement in innovative funding through the National Health Act allocation Dedicated taxes for health e.g. Tobacco, Alcohol, Vehicle License, GSM anc Mandatory Social Health Insurance contributions with subsidy for the poor other areas include de-escalation of Government direct involvement in provision of personal health services as well as focused and deliberate suppor for private provision of personal health service e.g. low interest rate loans for establishment and upgrading of health facilities. The President Sir. Dr Kayode Obembe, noted that in order to achieve the qoals of UHC, resource mobilization, risk pooling and strategic purchasing should bE
basically operational at community base level so as to capture all househok enrollees. He called on government to ensure that 1 % of the Consolidatec Revenue Fund as provided by the National Health Act gets to the community level where over 60% of Nigerians reside.
The Executive Governor of Ekiti State, Dr Ayodele Fayose, applauded thE NMA for her efforts towards making a healthier society and informed thE
gathering of the cordial working relationship between the Ekiti State Government and the Ekiti State branch of the NMA.
Awards were given to all the Doctors appointed into political offices at both the Federal and State Governments, namely Professor Isaac FolorunshoAdewoh
and Dr Osagie Ehanire, the Honourable Ministers of Health; Dr Chris Ngige the Honourable Minister of labour and Employment; and Dr Okechukw: Enelamah, the Honourable MinisterofTrade and Investment;.
The National Officers' Committee of the NMA, led by the President, Sir. O Kayode Obembe, paid courtesy calls to Oba Rufus Adejugbe Aladesanmi, the Ewi of Ado-Ekiti and Dr Ogundipe Kolawole Olubunmi, the Chief Medics Director of EKSUTH.
The NMA also carried out a Medical mission at the palace of the Ewi of Ado Ekiti where over 200 members of the community were screened and treated for various illnesses.
OBSERVATIONS:
The National Executive Council (NEC) Meeting made the following observations;
• The NEC meeting commended His Excellency, Muhammadu Buhari President, Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, for appointing erudite professionals as Ministers into the Federal Ministry of Health. The meeting affirmed its belief in the capacity of the two Ministers to reposition the Nigerian Health sector towards improved health care delivery.
• NEC also applauded the President Muhammadu Buhari, GCFR for the war against insurgency and insecurity in Nigeria. The meeting urged the Government to ensure that crimes, which are fast becoming issues of public health concern, are reduced drastically to the barest minimum especially during this yuletide season.
• NEC evaluated the state of medical education in Nigeria, and decried the dearth in manpower within the Basic Medical Sciences.
• NEC commended His Excellency Dr Ayodele Fayose, the Executive Governor of Ekiti State, for meeting his obligation to Doctors in the State.
RESOLUTIONS:
The National Executive Council Meeting resolved as follows:
• That Government should ensure the implementation of the 1 % of the Consolidated Revenue Fund as provided for by Article 11 of the National Health Act for the purpose of achieving the goals of the Universal Health Coverage .
• That Government should expedite action on the payment of the 10 months arrears of Relativity for Doctors, while implementation of 'Skipping' for Doctors should commenc.e not later than January 2016.
• That Government at both Federal and State levels should upgrade more Public Health facilities for accreditation by the Medical and Dental Council of Nigeria (MDCN) for the purpose of interns [House Officers] training.
• That the Chief Medical Directors CMDs/MDs of various tertiary hospitals should ensure adequate budgetary provisions in the 2016 budget for residency training program/oversea clinical attachment.
• That the Medical and Dental Council of Nigeria is encouraged to promptly perform its regulatory function as it concerns call up of Doctors for NYSC scheme.
• That NMA will work with the Medical and Dental Council of Nigeria to collaborate with all relevant institutions/authorities to reposition Medical Education in Nigeria in line with global best practices.
• That the next zone to host the National Secretariat shall be the North-West Gee-political zone of the NMA.
