In order to ensure adequate financial allocation for Maternal and Newborn Health (MNH), The Country Director of Mamaye, Dr. Tunde Segun, has emphasized the use of evidence in planning of health budget and in decision making.
Speaking at a 4-Day Mamaye Investigative Journalism Workshop held in Kaduna, last week, Dr. Segun explained that using evidence in the planning of health budget will guide government on how much fund should be allocated, based on factual evidence, and ensure that appropriate amount is budgeted for maternal and newborn health.
“The public sector has a problem using evidence for planning. it’s not enough to say we need 15 per cent allocated for health, it’s the evidence that counts, how much do we really need for immunization, others. Often times the politicians make promises without being sure the money promised is enough to achieve the purpose, and deliver on their commitment”, he said. “From the WHO health expenditure indicators, the standard government expenditure for provision of basic health service per person is at least US$86, yet government of Nigeria only spends about $31, which is only 36% of the required spending for basic health care.
“Also, during the family planning summit in London 2012 Nigeria promised to allocate extra $8m to family planning commodities from 2012 to 2016, but the Ministry has revealed that only about 3m has so far been allocated to family planning since 2012, except for 4m in 2015.
“Nigeria keeps signing commitment, from Abuja declaration, to ‘Every Woman Every Child commitment,’ yet none has been fulfilled”, he said.
In order to influence government to achieve and deliver their promises, he called on the media to go beyond just reporting issues to evidence reporting.
