The International Council of Nurses (ICN) announced today the appointment of Howard Catton as the new ICN Nursing and Health Policy Consultant focusing primarily on socio-economic issues (SEW). Howard is currently Head of Policy and International Affairs at the Royal College of Nursing (RCN), UK. He will take up his new position at ICN in April 2016.
"We are delighted to welcome Howard to the ICN team,” said Pierre Théraulaz, ICN’s Acting Chief Executive Officer. “As one of ICN’s three nursing consultants, he will be responsible for the development of programme areas related to socio-economic welfare, occupational health and safety, human resources
development, migration, violence, etc. He brings a great depth of knowledge and experience in a wide range of health, social, professional and workforce issues and we look forward to working with him to advance ICN’s work in this these critical areas."

By increasing the engagement and influence of clinical staff and leaders in policy and political decision making we will also make the right decisions for the populations and communities that we serve". Mr Catton, who is a registered general nurse, has worked for the Royal College of Nursing for over two decades in various roles including Regional Officer, Policy Adviser and Senior Employment Relations Adviser, prior to his appointment as Head of Policy and International Affairs. In 2015, he was named on the Health Service Journal’s list of the 100 most influential clinicians in England. Catton’s international experience includes international development and policy work with EU and international organisations including the European Federation of Nurses and Commonwealth Nurses and Midwives Federation.
For the last two years he has been a member of the steering committee of the European Forum of National Nursing and Midwifery Associations (EFNNMA) and supported the development of WHO Europe’s strategic directions for nursing and midwives publication. Previously, he worked as a clinical nurse and as a personnel manager at Hospital and Regional level and served for seven years as a locally elected politician. Catton’s educational background includes a BScEcon (Hons) Industrial Relations and Social Policy from Cardiff University and a MA Industrial Relations from Warwick University.
Howard Catton assumes the position of ICN Nurse Consultant formerly held by Lesley Bell, who retired in 2015. ICN will also be welcoming a new Chief Executive Officer, Frances Hughes, in February 2016.
