We bring you fraternal greetings from the national secretariat of JOHESU. Kindly recall, your excellency, our earlier letter on the above subject matter, vide reference No. JOHESU/NS/SGF/10/2014 dated 10th october 2014 being our reaction on the outcome of the meeting of 9th october 2014 in your office which you chaired.

 

The JOHESU is in receipt of an invitation to a meeting with the federal government on november 13, 2014 instead of last week of october 2014 that both parties mutually agreed.

 

We note with serious concern that government in continuation of its delay tactics has yet again come up with excuses including a need to allow the fresh supervising minister of the federal ministry of labour and productivity to familarize himself with the various welfare issues being canvassed by JOHESU for over eight months now.

 

Our presumption remains that government is a continuum and in the light of such the relevant bureaucrats in the federal ministry of labour and productivity ordinarily do not need a whooping three and half weeks to adequately brief the newly appointed supervising minister.

 

Is is imperative to again draw the attention of government to the increasing entropy of the levity with which it has treated the welfare of over 95% of the health workforce and the discontent this continues to  generalte. While, we continue to solicit the patience of our members who have become extremely restive as demonstrated when one of the unions in the health sector made attempts to embark on a strike recently, the JOHESU will not continue to wait eternally and allow government to trample on the rights as well as legitimate privileges of its members. Perhaps we should put on record, your excellency that seeming government ineptitude to make any meaningful progress on our demands for about one year now has exposed us to ridicle and insult from the rank and file of our members.

 

Your excellency, we have chosen to remain both reasonalbe and responsible in our dialgue with government. In the light of the prevailing circumstance, we propose albeit srongly for the meeting with your excellency to hold on thursday November 6 2014. At this meeting, we do demand that government comes up with circulars in tandem with the memorandum of understandings already signed with JOHESU in the following areas:

 

- Non promotion of our members from salary CONHESS 14 to 15 as directors having stayed for 4 to 15 years on the same salary level without promotion in most federal tertiary hospitals.

- Immediate release of circular on adjustment of salary since january 2014 and immediate payment of at least two months arrears while the remaining is paid after being accomodated in the 2015 budget.

- Immediate release of the circular on extension of retierment age to be back dated to february 2014 when the issue was presented to national council on establishment.

- immedite and full payment of arrears of slaries of CONHESS 10 skipping outstanding since the year 2010

- Immediate amendment of the circular on consultancy status as pronounced by National industrial court on 22nd july 2013 and agreed to at a meeting of 12th august 2014, with the federal governemnt

- payment of arrears of specilist allowance to qualified hospital based professionals with effect from 1st january 2010 in line with the national industiral court of nigeria ruling

- Minimizing the lopsideness in the membership of boards of management of tertiary hospitals

- Need to define the functions and power of honourary consultants in teaching hosptials and the need to appoint more hospital based consultants instead of honourary consultants.

- Release of harmonized scheme of service for nurses and midwives in line with the NICN ruling

 

CONCLUSION:

Your excellency, it is our strong desire that the meeting of thursday, november 6 2014 is actualized to enable us preserve industrial harmony in the health sector
