Contrary to insinuations by Association of Resident Doctors that the Chief Medical Directors of the federal tertiary institutions were stalling the implementation of the Consolidated Salary Scale, indications have emerged on why the new payment is being delayed.
Documentary evidence received by newsmen in Ado Ekiti on Sunday confirmed that the initial opposition of the National Salaries, Incomes and Wages Commission and non-inclusion of the new pay in the 2015 budget by the Federal Ministry of Health , had stalled full implementation of the grade skipping ( CONMESS 2).
Available facts indicated that the salary scale was not embedded in the 2015 budget, which had made the implementation in almost all the tertiary hospitals, except the stupendously buoyant ones, very difficult.
A circular dated 2nd July , 2015 and signed by the Director (Compensation), Mr Chike Ogbechie, of the Wages Commission and addressed to the Minister of Labour, said the NMA breached universally acceptable procedure by trying to skip CONMESS 2, theentry point for fresh medical officers.
