WHAT YOU NEED TO KNOW ABOUT BHCPF
BACKGROUND:
- In October 2014, the Nigerian President Goodluck Jonathan signed into law the National Health Act (NHAct).
- The act provides a legal framework for the provision of health care services to all Nigerians and for the organization and management of the health system.
- Nigeria currently has some of the worst health outcomes in the world (ranked 187th position out of 191 nations by World Health Organization) due in part to the poor state of primary healthcare services, which are characterized by a lack of coverage (especially in rural areas), inadequate health facilities and high user fees.
- A key component of the NHAct is the establishment of the Basic Health Care Provision Fund (BHCPF), which aims to extend Primary Health Care (PHC) to all Nigerians by substantially increasing the level of financial resources of PHC services.
UTILIZATION OF BHCPF
- Half (50%) of the fund will be used to provide a Basic Minimum Package of Healthcare Services (BMHS) in PHC facilities through the National Health Insurance Scheme (NHIS) and the State Social Health Insurance Scheme (SSHIS).
- 45% will be disbursed by the National Primary Health Care Development Agency (NPHCDA) through the State Primary Health Care Agencies (SPHCDA) for essential drugs, maintaining PHC facilities, Equipment and transportation, and strengthening human resource capacity; and the final;
- 5% will be used by the Federal Ministry of Health (FMOH) and the Centre for Disease Control (CDC) to respond to health emergencies and epidemics.
FUNDING BHCPF
- The BHCPF will be predominantly financed through an annual grant from the Federal Government of not less than 1% of the Consolidate Revenue Fund (total Federal Revenue before it is shared to all tiers of Government);
- Additional resources of funding could include grants by international donors and funds generated from innovative sources such as taxes on cigarettes and alcohol.
HUWE (ANOTHER NAME FOR BHCPF)
- For pregnant women: Antenatal care, delivery (including CS), immunization
- Children under 5 years: Immunization, Malaria, Measles, Pneumonia, Dysentery & Malnutrition.
- All Adults (Male & Female): Malaria, family planning and screening for diabetes and hypertension.
OPERATIONS OF HUWE IN THE STATE OF OSUN
The HUWE programme will be operated in the State of Osun through the:
- State Primary Health Care Development Board (SPHCDB)
- Osun Health Insurance Scheme (O’HIS)
- State Ministry of Health (SMOH)
The programme will be coordinated by the State Steering Committee for BHCPF under the chairmanship of the Honorable Commissioner of Health.

- The staff will help you fill the enrolment form
- You will receive an identity card with your unique identification code.
- You can now receive treatment under the HUWE programme.
