Communique of the 52nd Annual Consgress of the Nigerian Vetinary Medical Association(Garden City 2015), Held from 16th -20th November, 2015, at the Convocation Arena, Rivers State University of Science an Technology, Nkpolu-Oroworukwe, Port-Harcourt, Rivers State.
Preamble:
The Nigerian Vetinary medical Association held its 52nd National Congress Tagged (Garden City 2015) between 16th - 20th November 2015, at the Rivers State University of Science adn Technology(RUST), Nkpolu-Oruoworukwo, Port Hacourt, Rivers, State with the Theme " Providing Holistic Solutions to the Staggering Nigerian Economy: Challeges and Opportunities for Veterinarians". The Programmes at the 4 day event includes; the Opening Ceremony Chaired by Professor Okey Onuchukwu, Dean Faculty of Social Sciences, Unversity of Port Hacourt and graced by very distinguished Nigerians such as Executive Governor of Rivers State Barrister Nyesom Ezenwo Wike, CON who was represented and declared the event opened by His Royal Majesty, Victor Nnanna Wulochem, Paramount Ruler of Port- Hacourt, AIG Charles Ugomuoi, Force Animal Branch, Nigerian Police Headquatres, and a host of other the Key note Addresswas delivered by Professor Barineme B, Fakae, Immediated past Vice-chancellor, RSUST, The Executive Governor of Borno State, Alhaji Kashim Shetima, The National President, Poultry Assoction of Nigeria, Dr. Ayoola Oduntan and the Key Note Speaker recieved Merit Awards. Other activities held during the Congress include plenary sessions, scientific session as well as social events and annual general meeting (AGM).
At the End of the deliberations, the Congress;
1. Commended and Pledge its support to the Federal Gocernment in the renewed zeal to fight corruption and efforts being made to diversify the economy especially through revamping the Agricultural Sector.
2. Noted the Socio-economic Problems facing the country especially those due to the decline in price of oil in the international markert and security challeges such as insurgency cattle rustling, incessant clashes between the herdsmen and farmers and measures being taken by the government to address them.
3. Observed the resurgence of some important zoonotic diseases such as Avian Influenza, and the increasing phenomenon of anti-microbial drug resistance which have direct consequences on public health and livestock production.
4. Noted the underreporting of Rabies and the Professional, Moral and Political Neglect of the disease in Sub-Saharan African especially in Nigeria event though it is preventable and its control achievable through mass vaccination of dogs an cats.
5. Observed continued outbreak of diseases of economic and public health importance such as Contagious Bovine Pleuropneumonia(CBPP), PPR, Foot and Mouth Diseases(FMD) and Afican Swine Fever(ASF) in rural Livestock due to limited access to veternary products, services an Professionals.
6. Expressed concern over the persistant cares of cattle rustling and clashes between nomadic herdmen and seplentary crop farmers.
7. Noted the availability fo special financing for Agriculture and related business through the Centre Bank of Nigeria and Other Financial institution.
Inview of the above, Congress call on the; 1. Government at all levels to seize the opportunity of the present state of the economy to fully execute policies and strategies that will facilitate poverty reduction, job creation and promotion of livestock value chain addition in order to reduce foreign exchange expended on importation of livestock products and provide required support towards self-sufficiency in Local Production.
2. Government especially at the state level to employ at least five vetinary Doctor in every local government area.
3. The National Assembly to review the existing obsalete Vetterinary and related laws that have tended to impede disease control efforts, proper operation of abattoirs and development of modern livestock enterprises
4. Nigerian Government to key into PARACON Target of eradication of Rabies in African Countries by 2030.
5. Government to Provide opportunities for Vetinarians and other professionals in the Livestock sub-sector to utilize their skills in the crucial role of income generation and job creation to help in addressing some fo the socio-economic challenges facing the country.
6. Veterinary Professionals to exploit new frontiers of Project financing by the Government, non-governmental organisation and development partners as pivots for expansion of agricultural enterprise, value chaiin addition and employment generation to complement government efforts.
7. Veterinary professional to be committed, dedicated, creative and adhere to professional ethics and provision of the veterinary Oath.

Congress express its apprection to the Government and good people of Rivers State for their Hospitality and the Management of Rivers State University of Science and Technology for hosting Vetinarians from across the country on its campus.
