Pharmacists Council of Nigeria (PCN): Reorganizing The Drug Distribution System in Nigeria

(1) The Machinery for reversing the ultimately put in place very sound channel for drugs distribution that guarantees product quality, integrity, safety as well as tracking and recall on the one hand, and eliminating incidences of faking and counterfeiting on the other has taken off on very good note.

(2) The National Drug Distribution Guidelines (NDDG) issued by the Federal Ministry of Health (FMOH) which gives the policy direction of the Federal Government in this regard came fully into effect on July 01, 2015. The NDDG is a key strategy developed by the Presidential Committee on Pharmaceutical Sector Reform (PCPSR) to address the ugly situation of uncoordinated and chaotic drug distribution system in Nigeria. The NDDG gives a clear mandate to the regulatory Agencies, Pharmacists Council of Nigeria (peN) and the National Agency for Food and Drug Administration and Control (NAFDAC) to ensure its full implementation and compliance by all concerned (sta keholders).

(3) To this end, an implementation framework to operationalize the NDDG has been jointly developed by the Regulatory Agencies and the Federal Ministry of Health in collaboration with all the key stakeholders in the Pharmaceutical industry. Several activities drawn from the implementation framework have so far taken place between the Regulatory Agencies, FMOH and stakeholders. The collective commitment of the key stakeholders at the last consultative meeting held at NAFDAC Office, Isolo, Lagos heralded a new era of change and gave impetus to several years of effort toward entrenching a sound drug distribution system in Nigeria as is obtainable in other climes.

(4) The approved flow chart has 4-LEVELS The registered Manufacturers/Importers shall supply their products to the Distribution centres which are registered Mega Drug Distribution Centres (MDDCs), Coordinated Wholesale Centres (CWCs), Wholesale Centres (WC) and the State Drug Distribution Centres (SDDCs) as the case may be. The Distribution centres in turn shall make supplies to Registered Community Pharmacies, Public/Primary Healthcare Centres and the PPMVs from which point the Consumers access their drug needs.

(5) The stakeholders involved in the Drug Distribution System are to note the well defined timelines of the implementation framework and facilitate accordingly the establishment of approved structures for drug distribution applicable to them in line - with the NDDG. All such structures must however have regulatory approvals to ensure that they conform with the approved standards.

(6) All premises/facilities currently involved in drug distribution must comply with the new flowchart with effect from August, 2017. The Open Drug Markets are also to cease operation and relocate to the approved Coordinated Wholesale Centres for their operation.
