KEY AREAS OF ACCOUNTABILITY:
Drives high standards of patient care in the Ebola Treatment Centre, by working collaboratively with the different team leads
Represents Save the Children and liase with MoH, WHO, and key actors for Ebola in Sierra Leone.
Ensures that National and District level MoHS district teams receive timely and relvant data.
Actively participates in coordination meetings and shares lessons learned and best practices with other partners
Works collaboratively with the SCI Sierra Leone Country Office to ensure that the National Ebola Response strategy is aligned with Kerry Town
Identify changes in the Ebola outbreak that could compromise the effectiveness or responsiveness of the Kerry Town ETC.
Develop donor proposals and write health components of donor and organisational reports.
Responsible for recruitment of all national health staff ensuring appropriate recruitment is made on time to mitigate gaps, working closely with HR team, Clinical Advisors and Medical Team Leaders
Responsible for ensuring standard operating procedures and clinical guidelines are reviewed and revised regularly and disseminated to teams.
Ensures that Quality Assurance team are empowered to implement monitoring adherence to clinical and infection control protocols.
Work with WASH team to ensure effective waste management and infection control.
Responsible for ensuring that the staff are working safely. Correct infection control resources, training and monitoring measure are in place for health staff working closely with the WASH team.
Ensure that the staff health manager is implementing the staff health procedures to support staff health, acting immediately on cases warranting psychological support or other supportive measures.
Support the deputy health advisor to provide non clinical care to patients and their families
When required, and alongside the community care manager, represent SCI at community and with CSO.
Ensure that a health information system is functional and enables real time data from the Red Zone to the Green Zone to enable clinical decisions to be made timely.
Analyse Data collected by the clinical teams and provide a Weekly/Monthly Report to Health Backstop Person at Headquarters.
Together with the Lead Clinical Advisor, Staff Health Manager and HR decide protocols for Medical evacuation.
Provide oversight for nutrition team to ensure that patient dietary needs are met and communication between clinical and nutrition teams is effective
Trouble shoot, alongside the WASH and operations team to ensure the smooth running of the ETC.
Work closely with the SMT, MoHS and local community to ensure that an adequate exit strategy is developed and when the outbreak allows, implemented.

QUALIFICATIONS AND EXPERIENCE
Essential
Qualified Medical Doctor or Nurse with relevant postgraduate qualification (MPH) and over five years of health coordination experience in at least one large scale complex emergency.
Previous experience of working in a large hospital in a leadership role.
Previous experience of managing epidemic control programmes including health surveillance implementation and case management.
Strong understanding of infection prevention and control measures.
Ability to motivate and support team in stressful situations.
Previous experience of working in stressful environment and proven resilience
Strong reporting skills. Experience of managing HIS systems.
Previous experience of national representation.
Strong communication skills.
Previous experience of donor proposal and reporting.
Experience of working in a multidisciplinary, multi-cultural team.
Excellent written and spoken English.
Desirable
Previous experience of working with hemorrhagic fever
Previous experience and knowledge of West Africa.
Previous experience of hospital management.
Strong knowledge of Save the Children systems and ways of working.
