The National Association of Resident Doctors (NARD) has warned hospital managements to abide by pay agreements reached to avoid a nationwide strike.
NARD president Dr Muhammad Askira said resident doctors “can’t just simply allow their management to go with impunity disregarding circulars.”
The Federal Ministry of Health circular from July 29 requires hospital managements to ensure doctors are appropriately placed and their salaries adjusted on account of allowing them to skip a pay grade level pending a legal resolution of the matter in court.
Figuring doctors into the Integrated Personal Payment Information System would ensure hospitals project how they can get funds to pay doctors their entitlements, but many are still not captured in the pay system.
“Doctors are going on strike not for payment, but because our emoluments are not captured in budgets,” said Askira.
“In some hospitals, [management] is withholding salaries and threatening them with sack. We don’t want to go on nationwide strike…We place the blame on hospital management,” he said at a press briefing at the end of NARD’s scientific conference and annual general meeting in Abuja.
Differing interpretations of the circular is responsible for continued pockets of strike in the southeast, where doctors blame hospitals for refusing to do the right thing, and suspended industrial action in the southwest where public figures as former President Olusegun Obasanjo have intervened.
NARD said all hospitals that have entered agreement with doctors must honour them unfailingly to ensure that harmony is restored in such hospitals.
It said it will not “tolerate any form of intimidation, victimization or marginalization” of its members.
In addition, it wants state and federal governments to make adequate budgetary allocations for training of resident doctors in the 2016 appropriation in line with earlier agreements.
