COOPI in Nigeria 

COOPI started its operations in North-East Nigeria in July 2014 to carry out a rapid evaluation of the most relevant constraints suffered by the Internally Displaced People (IDPs) displaced by the food crisis and the Boko Haram insurgency in the Lake Chad Basin. 

The COOPI Nigeria Field Office is located in Yobe State, in order to cover intervention LGAs in Yobe State and to provide direct assistance to the IDPs and their hosting communities, through a multi-sectorial programme covering Food Security, Social protection, Early Recovery and Livelihoods, Nutrition and Child Protection interventions. COOPI's capacity to respond to the humanitarian situation in the country is confirmed by its experience in providing humanitarian aid in more than 24 other Countries around the World, in over 50 years of operations.

Position: GFD Distribution Assistant (4 Geidam and 2 in Damaturu)

Reports to: Project Manager

Duration of the contract: 4 months Basic salary: (according to the experience) 

Starting Date: June 1st 2020 

Desired Experience: 1 years working in INGO, 8 months of which should be in FSL Inkind distribution activities or field worker for FSL programming.

Scope of the Vacancy 

The GFD Distribution Assistants will provide support to multi-sectorial intervention towards IDPs in NE Nigeria, in the design, planning, monitoring and evaluation of the program by managing data and facilitating program implementation at state level, under the guidance and direct supervision of the Project Manager. 

The GFD Distribution Assistants will be responsible for the implementation of WFP funded General Food Distribution (Unconditional Resource Transfer) Project in Geidam or Damaturu, Yobe state. Focusing on IDPs and vulnerable host communities. 

The GFD Distribution Assistants will ensure distribution, monitoring and mobilisation of the community to encourage their participation in the distribution activities. 

The GFD Distribution Assistants will be responsible for data gathering, analysis and reporting activities. S/he will assist in tracking progress of key indicators and provide timely reports to the Project Manager and Programme Manager.

Main Responsibilities and Tasks 

Under the direct supervision of the Field Coordinator and in collaboration with the Deputy Project Manager, the Project Manager and other collaborators of the projects and of the Base, she/he will: 

  • Actively participate in sensitization and information sharing sessions for the beneficiaries and the communities related to their right to file complaints and receive feedback. 
  • Conduct sensitizations, providing key messages related to the programme objectives, organization of distributions, the use of the products and other messages related to IYCF. 
  • Maintenance of an effective record and filing system for all distribution data, registers and records including correspondences and other related documents for quick and easy reference. 
  • Report any issue which needs immediate action to the Field Officer and Field Coordinator and follow up on the resolution of such issues. 
  • Conduct verification and screening of the non-beneficiaries who want to be included in the programme. Check their documentation and communicate their names to the Data Tally Clerk to avoid duplications. 
  • Conduct MUAC screening of the beneficiaries if needed. 
  • Be in charge of providing feedback to the complainants when complaints are resolved, with the support of the Food Management Committees. 
  • Screening of the nutritional status of children under five in their designated locations and refer SAM cases to health/CMAM centres. 
  • Supervising the Community Mobilisers, daily labourers and volunteers. 
  • Conduct verification of beneficiaries at distribution point, ensuring that rations are distributed only to the entitled and registered beneficiaries. 
  • Fill in the GFD register accurately, with information on beneficiaries’ Household status and MUAC screening for children. 
  • Conduct registration of new beneficiaries, ensuring accountability by checking the documentation provided by the beneficiary and by issuing accurate ration cards.
  • Distribution of supplementary food to eligible and verified households. 
  • Support the preparation of accurate distribution reports by assisting the GFD Field Officer.
  • Provide sensitization sessions on Food Security, Livelihoods and nutrition (IYCF) and hygiene practices. 
  • Report any problems in a timely manner to the GFD Field Officers or the Field Coordinator. 
  • Participate in the field work of surveys, Baselines, Mid-term Reviews, and end line. 
  • Treat beneficiaries with dignity and apply COOPI’s Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field, including sensitizing community mobilisers and daily labourers on such principles. 

Work with program teams to ensure COOPI information on program activities is shared within LGAs and provide for beneficiary feedback in line with relevant guidelines and frameworks 

  • Collaborate with government and humanitarian partners to ensure the smooth sharing of information in consultation with the Project Manager/Field Coordinator/Program Manager 
  • Support the program team in facilitating the process of setting up Complaint Response Mechanism at Ward/ LGA level and handling complaint/ feedback. 

This ToR shall be inclusive of any other task specifically assigned by the direct supervisor for what concerns the implementation of the program activities.

Profile of the Candidate (Education, Training, Competences, Skills)

Minimum Requirements: 

Degree/Diploma in Agricultural, Nutrition, Economics, Rural Development, Development Studies or related academic disciplines, with previous experience working in developmental and emergency projects 

Skills & Experience 

Essential:

  • Be professional, motivated, flexible and culturally sensitive 
  • 6 months to 1 year in Distribution and FSL related work experience with an iNGO 
  • Experience in In-kind food distribution activities from planning to execution, monitoring and reporting. 
  • Have excellent communication, writing and analytical skills. 
  • Be excellent in communication skills and proficient in report writing 
  • Be resident and familiar with the terrain in the Northeast Nigeria. 
  • Experience designing and leading capacity building and training for national teams. 
  • Excellent working knowledge of Microsoft Office programming (Access, Outlook, Excel, Power Point, and Word). 
  • Knowledge and experience in using database specific software. 
  • Excellent communication, writing and analytical skills. 
  • Experience designing and leading capacity building and training for national teams 

Preferred: 

  • Knowledge of the local language (Hausa and Kanuri). 
  • Proficient in data collection and handling bulk registers of beneficiaries. 
  • Willing and able to be based and travel regularly within remote areas, where services are limited.
